One of the things I've already said about jammers, REAL LIFE jammers, is that it is EXTREMELY easy for your sensor to target the person who is jamming you.

This is the premise for REAL LIFE homing missiles. If somebody is emitting loads and loads of EM interference (jamming), it is exceptionally easy to track. Jammers would become a USEFUL tool, would not need to have the extremely horrible penalties, etc that they do now if they did not cripple the target entirely. In missions, the tank could guarantee the safety of his mates by jamming enemies which mis-targeted. They would switch to the tank, and viola, many issues with missioning where the tank doesn't always pull all the aggro is solved. Aggro can be SPLIT effectively by each person jamming roughly half the enemies, instead of highly imbalanced aggro. In pvp, the jammed ship still has a clear shot at the jammer, thus not rendering him completely useless, and allowing people to actually have "tanks" in pvp.
Jammers should also become a high slot. This will shock and horrify most people, but it is a high power device, it uses lots of capacitor, and it is also about as effective as a WEAPON. Also, this would give you the chance to have 3 different powerlevels of jammer based on size classification. It DOES make sense that a ship with a ton of power could completely OVERWHELM the sensors of a very small/low-power ship. PLUS, even if a frigate is jammed by a high power battleship jammer, then that frigate can still target and shoot at the battleship.
One note: you could make it so once a ship is jammed by something, it can only have 1 jammer pointed at it, from one source, like tractor beams and cans. If Alice is jamming Bob, then Craig is unable to jam Bob as well.
To give you an idea where I'm coming from, I'm a hisec l3 and 4 mission runner. I am not totally sure how good or bad these changes would be in pvp, but I think having jammers that have SOME functionality is better than jammers with NO functionality. Plus, while eve physics rarely reflects real physics, this is one place where Eve could borrow real physics to a very positive result: namely a highly useful tool in GROUP mission running, instead of having a corp of 50 solo mission runners.
Borrow from reality! It's interesting for a reason!
