Hit chance is OK, because of the sheer number of checks per fight. For example, in a cruiser 1v1, I might burn through 400 ammo. That's 400 chances. That makes any "luck" basically neglible in a fight, unless you get a run which is less likely than finding triple Estamel spawns in a day.
So what? Get in 400 fights and it won't matter on the whole.

You know, I can't actually think of a response to this. I mean, it's one of those arguments that you never think anyone would actually use. I mean... wtf? Seriously... WTF?
THAT is an argument for chance based mechanics? Seriously?
I was just pointing out that "luck is basically negligible" over the duration of your eve-career, but it still does influence the outcome of individual fights, which is a good thing.
Another word for luck in this context is risk. The lack of risk in combat is called an I-Win-Button.

Or maybe I am just able to disagree without implying that you don't know what you are talking about.

Of course, chance-based results should not be banned due to ideological reasons.
... which is exactly what the OP wanted.

All the new systems however just create more bruteforcing. Do you really think its exiting to camp 3 cans for 50h?
No. Neither is mining, running missions, gatecamping... What was your point again? Honestly, apart from the few minutes of an actual pvp engagement everything in eve is bruteforcing, the amount of time invested defines the outcome - chance based or not.
I agree that the amount of grinding involved with most of the revelation features is too much, but that is not a consequence of the application of chance based events, it just means that the probabilities are borked.
