Initial proposal has changed after introduction of extractor prices.

This appearance change is purely cosmetic and does not affect player attributes. It may however affect your ability to interact in EVE from a social/roleplay standpoint as some corporations may deny your membership if you display ravaged markings of skill injector use (or on the other hand are too pure skin for the likes of synths). Corp recruiters may ask you to perform an initial or periodic strip search in joining a corporation (e.g. wearing open shirts for a recruiter to clearly inspect the full body avatar of a player).
The cat is out of the bag for CCP's prices on skill extractors.
1 = 999 AUR 5 = 4499 AUR 10 = 7999 AUR
These are realistic prices for CCP to make money on the skill transfer system, however these prices do alienate some of the customer base and stymie injector use. Current prices can only go down, naturally with price adjustments or sales; unless CCP opts to use the path of introducing a 'cheap' variant that impacts the player in some 'negative' cosmetic way.
Embracing the dichotomy between rich and poor players, CCP could stand to make a lot of money off role play whales who don't want to see their main character tainted by the use of cheap extractor systems. At the same token, offering a cheap extractor with only a cosmetic drawback allows more players to participate in the system. Additionally, players who use the cheap extractors may opt to buy a character resculpt which resets the cosmetic skin damage back to stage 1 (from any level of severity).

-Clean extractor produces clean injector. -Rigged (dirty) extractor produces dirty skill injector.
Market can drive demand for clean needles.

Added new point:
Citadels owners employ pariahs (players already permanently stricken with appearance change) in dirty SP washing facilities (medical facilities). These players inject dirty SP injectors and extract them with cheap dirty extractors--however the citadel medical facility improves the RNG potential of making a clean injector. The better the citadel, the higher return on investment. Corporations must defend these citadels. Additionally, injectors must either be stored or shipped off station for a player/corp member to obtain access to the clean SP needle.

Integration of Project Discovery to re-engineering flawed skill injectors
Stage 0: Deliver flawed injector to SoE or Citadel Research Lab. -Select 'make available for decontamination' -Injector placed into holding at station. -Extractors cannot be decontaminated at this time.
Stage 1: Tap into Professor Lundberg's Research database. -Project Discovery Tab can be accessed anywhere. -If flawed injectors have been made available for decontamination any cell identification tasks you complete will not award SoE loyalty points, but rather points toward completing a full clean of an injector. -The higher your proficiency in correctly completing task the more points you earn--completing a clean faster.
Stage 2: Using linked citadel as a research compiler booster -If you belong to a corporation that holds a Citadel you may take advantage of the computing power of that station to increase the number of cleaning points you earn. -Citadel Modifers for Injector Research Tasks: Medium = 2x Large = 3x X-Large = 4x
Stage 3: Pick Up Cleaned Injector -Return to same SoE station or Citadel Station where injector was made 'available for decontamination' to claim clean injector. -Clean injector will not harm your appearance or give a negative attribute effect if injected. -If no more dirty skill injectors are in queue, Project Discovery Tasks will return to awarding SoE loyalty points.

When you don't know the difference between there, their, and they're, you come across as being so uneducated that your viewpoint can be safely dismissed. The literate is unlikely to learn much from the illiterate.

Under this proposal players have the option to buy skill extractor at their current price (999 AUR) and not have to worry about performing multiple cell identification tasks to clean injectors..
Or they can buy the cheap dirty extractor (25-100 AUR), sacrifice the appearance/attributes of a character to make dirty injector. Proceed to perform Project Discovery tasks to clean that injector so it's more likely to be sold on the player market.

I really don't like the skill transfer feature either, but there are many other features already in game that I dislike even more.

I've been championing the idea of the granular skill extraction and transfer on the Dust forums since early last year. Ticked pink when CCP announced they be bringing it to EVE.
Now I'm just toying around with the idea of adding consequence to the use extractors.

You clearly have thought it out, credit to you for that, but the idea of using negative reinforcement, as the motivator to make this interesting, even though it fits the dark universe theme, would have a negative long term influence on retention and satisfaction. Flip it round, so that in some way, people feel the process and ideas makes them better(or more beautiful) and you may have a winning idea.

That's a good point. I'll put some thought to it.
Edit: The only idea I have so far is that people who choose to accept the permanent effects of these 'bad' extractors/injector types have access to special drifter drugs or temporary cerebral accelerators that allow them to do tasks or produce skill points in ways that unaffected capsuleers cannot.
Shaping the language to this and balancing perks is key.
