Small/medium artillery, 3 civilian shield boosters and a 200mm plate.
Was on a macro-protector Apoc, turns out he needed the protection.

I saw some truly shocking setups back in the days before warp to zero, when I would pass the time in my hauler by passive scanning other ships that were approaching gates. I quite miss doing that.
I think the worst was probably a Caracal with three civilian shield boosters, some rocket launchers and goodness knows what else...

What's so bad about that? That's a standard blood/sansha ratting setup. You're a fool if you shield tank against those.
Now the following is a really bad setup that was found on an abandoned Raven outside of Emrayur around 2 years ago:
4x heavy missile launcher
4x miner II
1x small shield booster
1x micro shield extender
1x expanded cargo
1x co-processor

Unfortunately Caldari Navy Raven can be armortanked to some extent rather nicely, especially with correct rigs.
The worst bs setup ever has to be the one that was turned into a story in a recent issue of EVE Tribune, http://www.eve-tribune.com/index.php?no=2_5&page=12

Of course its easily shield tankable, but its even more easily armor tankable  .
Though in a Drake I'd shield tank either way due to the resist bonus.
Rigs have also made it much easier.

i have seen a domi with the following setup
high slots: 6 x heavy NOS
mid slots: XLarge shield booster II, 2 x invulnerability field II, EM hardener II, shield boost amplifier
low slots: 6 x PDU II, damage control
the funny thing is it was very effective and was able too tank 3 BS as long as he was in NOS range
i dunno tho it still seems like a funny setup

Shield tanked domi's are more common than you would think tbh.....
I've seen some suggested setups for shield tanked domis. I believe the idea is that you free low slots for damage mods. But then you don't carry NOS on all highs.
Worst setup I've seen was a Thorax with 3 civilian shield bosters as tank. It died very quickly. Reading this thread seems the civ boosters are rather common in these setups of doom (to the owner of course).

I was once trying to work up my standings to some minmatar angents... I figured that a rifter would be more than enough for any level 1 or level 2 mission... so I was doing this level 1 mission, but there was a pair of sentry guns which were kicking my butt before I could get close enough to kill them. I figured I needed something a little beefier to tank with... looked around... the only thing in the system was a blackbird, I only had a few minutes before the timer ran out on the mission, and I didn't have time to go 5 jumps for the next closest decent gear.
So I bought it, fitted it out with the paltry amount of gear on the market in the system, and went to town.
2x 250mm howitzer
1x rocket launcher
1x small nos
1x 1mn AB
1x small shield booster
1x small armor rep
the rest of the slots were empty. :P I finished the mission before the timer ran out though.

That raven you made fun of has around 82 EM, 84 thermal resists, and can run a LAR 24/7... not the best DPS, but it should work... (the above is assuming he has all tech2 fittings)

I'll just chime in that there's too many to list. I regularly sit outside Rens targeting and ship scanning everyone that undocks just to get ideas for ship setups. My favorite was a raven with 6x cruise launcher. I didn't omit anything from the fittings--that's it. :P

i somewhat doubt it was tanked either. 6 month old pilot. it jumped out before i could drain the cap enough, sadly, else i could have sat there and slowly eaten it away :P

worst setup I've ever seen would have to go to a raven i killed at a complex gate. As i was scanning, I realized he was looking for me. So I, in a close range dominix, warped to the complex (4/10) so the fight would start off at my range.
About 5 to 10 seconds later the raven comes out of warp within 2-3 km, I lock on and then he gets lock and aggroes, I return the aggro and kill him. His setup consisted of 4x sensor boosters, a prototype cloaking device, and Not a single sensor booster... Much good all those sensor damps did when he never got farther than 2km from me and had a cloak that guaranteed him to be the last one to get lock.

that raven setup is not bad... its accutally quite ok :)
yes the raven is shield tank but sometimes when the enemy is doing lots of EM and Thermal its cool to go armor :)
but i wouldnt fit that meny cap rechargers in there
id fit AB/mwd, 1x sensorbooster, 1x target painter, 3x cap recharger :)
works very well in 0.0 rating :)
but i have seen worse on ravens... and i heard what one guy was useig on hes raven last night....that was horrible :P 5x invuls enyone ?
