Since Dust is closing, what will happen to the character names? Will it be deleted?

CCP has not yet publicly stated what would happen. But they also didn't state what wouldn't happen either.
However, since Dust names and Dust-built corporation data are stored in the same server as Eve Online, I am extremely doubtful about them being deleted. Besides, CCP Frame mentioned on the day of the announcement that "tiered rewards" will be handed out to the loyal Dust players who stuck to the bitter end. This implies something is happening AFTER the day of the shutdown. What would be the point of having any reward if we can't keep it on the day of the shutdown, right?
Also, I have a feeling CCP has some capability of transferring our names to the new game since I ran into a problem where I wasn't able to log into my Eve account through the Eve website and the Eve website told me I couldn't log in because I was still logged in to my Dust account. That was the first major clue I saw telling me we might keep our names.

Perhaps it means that the dust 514 characters that are not deleted will be getting some kind of special asset that lets others know that they are from dust 514. |

The current running intent is that names get kept somehow.
Except Cat Merc. His seems to have gotten lost in the server mail somehow.
For reference, I am a CPM Nerd, and this has been said on the DUST forums for anyone who cares to sift through that mess. |

While nothing is certain, as a player without any inside knowledge I would assume that CCP has an interest in keeping the community as intact as possible despite the platform change.
Whether names are part of that, well, cross your fingers.

I wonder how they will go about doing the name reservation process? Sending an email to the account you registered with Dust seems like the clear way to go. The alternative of having people log in with their PS3 wouldn't be ideal for players whom their PS3 systems have been sold or bricked, but want to carry on their character 'legacy' in the new game. |

If CCP does decide to carry names over, it should be a relatively simple process considering they have all the data stored anyway.
Either an email verification or a one-time use site to register with your PSN ID or something along those lines seems feasible.

I think they should delete the names of any DUST character with less than 50 hours played. That would free up the names of probably close to 90% of the characters created. It would eliminate characters names created by people who tried DUST out and did not take to it.
Anyone who cares about continuity will have more than 50 hours played.
Since DUST was a free to play game on the PlayStation, a lot of people tried it, while only a few stuck with it. That used up a lot of available names, although admittedly most of those names probably sucked, but at least some good ones would probably get freed up. |

Presumably the current Dust characters would be just mothballed. Over the EVE history I'm not aware that CCP would have ever "purged" the unused names/characters although their EULA allows it.
There might be some kind of process of "importing" a Dust character into that game which (might) come out of Nova but to be honest - I would not hold my breath over it.
The Dust characters are by now also a part of EVE history including a good number of them being members of EVE Online corporations.
Here, sanity... niiiice sanity, come to daddy... okay, that's a good sanity... THWONK!

Names have been purged once, in late 2014. That's how I got my name! |

It was old trial accounts which were purged.
