I would speculate that they will remain as they are in "deep freeze". Outright deleting characters would create a pretty serious precedent for EVE "universe/IP". Even if the platform on which these entities exist goes away.
I mean if these characters would be deleted it would send a strong negative message to anyone in the future who is/might consider trying out EVE in more general sense than just the spaceships part.

no it wouldn't. a product died, removing the data form the db would be standard and would free up room. who knows what will happen though

Deleting content, even from a 'failed' IP, would be sending the message that CCP is willing to delete player stories.

You are operating under the assumption that CCP will never transfer over the names of the Dust players to the new FPS game coming to PC and assuming Project Nova never gets the green light and just dies off.
But if Project Nova does get the green light, which is likely considering the positive reviews from Fanfest attendees and various websites like PCWorld, Destructoid, etc., and if CCP does find a way to transfer the names of the characters to the new game, then the names in the database will remain and will just have a transfer of ownership from a PlayStation Network account to possibly a Steam account.
Note: According to Kevall Longstride of the current CPM for Dust 514, Project Nova was running on Steam during Fanfest.

And if CCP somehow already knows which email is tied to which character currently in the database then transferring ownership of the character name from a PSN account to a Steam account should be relatively easy. |

I think any character played for less than 20 hours of game time should be deleted. Those players did not play long enough to develop any name recognition so continuity is meaningless for them, and that would free up tens, possibly hundreds of thousands of names.
DUST Characters with more than 20 hours of game time should be saved and the owners of these characters should be able to use the name for a character in the game that comes out of Project NOVA. Character ownership can be confirmed through email verification using the email associated with that character's account. |

Still, putting a time played figure on character redemption seems problematic (considering time is running out for people to actually play Dust that want to preserve various forums alts). I'm much more on board for a six-month to 1 year redemption window (then freeing up names).

20 hours isn't too hard to play through anyways. Just playing for 5 hours a week for the next 4 weeks is enough to make one of their alts qualify. And since we often spend a few hours a day anyways playing on Dust, it's not that big of a deal. |

I'm known as Maken Tosch in Dust 514 so imagine how I would feel if someone were to impersonate me and somehow gain ownership of the name for Project Nova before I do. Imagine yourself in that position. |

My corporation currently has 60+ mercenaries on the roster. It would be seriously disappointing to see those names disappear, given the effort involved in recruiting them, and all the fun that we had with orbital strikes. |
