Simply turning off local is a terrible thing for the game. The game would need a radical change (radar?) to give you intell of what is around you, but that changes only very little so might as well leave local as it is now and spend those development resources on something worthwhile.
You are wrong - mostly you don`t know a lot about pirates and i think low-sec: 1) they already do one bs + bc is minimal standard( and sry but hulk in low-sec isn`t common thing it is easier to meet them in empire ;) ) 2)That is the point you are wrong most( but you are not the only one ) - most of the pirate corps are small and fly in small groups cause they like it - the reasoning is like this: "i kill one bs with 4 bs nothing to brag, i kill 3 bs alone and i can brag a lot :P" 3)why gatecamping should be easier? or do you mean they will be more gatecamping - if thsi is what you men you are wrong, cause as i pointed in beggining suprising gatecampers will be much easier. Right now if they see large forces they run, after local is gone it is not so easy.
Last sentence - you mean people will have to start gatehring info, and protect their territory with their own skills and not relying on artificial bug called local chat.

To be perfectly honest, if you remove local from lowsec and 0.0 you're gonna find it even more depopulated than it already is. I'm also pretty certain that everyone complaining about how lame local is are actually the ones using it; think about it, if there were no local you jump into a system spend 5 or so minutes scanning it out - oh, no-one there... it'll just make finding people take longer and you'll waste time in an empty system.
If you remove local and add some sort of scanner that automatically shows you someone within your scanning range, people are just gonna fit prototype cloaks to their ships and cloak whenever someone appears on scanner.
It's honestly fine as it is, and if you wanna sneak up on someone, try fixing the -10 sec status and the "Yarrrrr I'm gonna kill and pod ye " in your bio

Using local to get intel is lame. I don't want any local in 0.0. But still, if the local is removed, some new tools should be offered, like I don't know... gate activation sensors, warp initiation,probe allert or something.

Those ideas I like. Minimap (F11) with rough locations, could bring some interesting tactics into play. Was the warp signature at planet 5, 1 or 10 ships.
Or you could play with a group and take it in turns to watch the gate. /start sig I love old characters that post 'I've beeen playing the game three years' when I know their account has been sold on. /end sig |

I agree, change local..BUT change it so anyone with a -sec status shows in Local, no-one else. ie: as you jump in system, the gate sentries alet the local populace to a Criminal Presence, makes sense game wise rationalization, eh? |

Remove it in most 0.0. Lawless space that nobody is monitoring, why do the ship tranceivers even have anything to talk to? However, player alliances should have the option to enable it in systems where they have soverignty for a daily/weekly/monthly fee.
I don't agree with removing it in lowsec. That's still empire controlled/monitored space, and it makes sense for it to exist there if it exists anywhere.

Dont kid youself - People will just jettison lots of disposable ships to act as "chaff" for your scanners to give them time to get away, asuming they are even brave enough to undock without local in the first place.
No local will result in every non pvper having a even larger number of n00balt scouts all over the place that what we get today. If anything, it will make finding targets harder resulting in less pvp as people get scared to jump
If the point of removing local is to increase the numbers of engagements, then give people incentives to enter low sec/0.0 in their haulers/freightors/pvp ships. Bring in serious freightor sized tradegoods that require players to bring/hire escorts which ensure larger more enjoyable battles. Make large incentives for people to enter lowsec/0.0 and people will enter. --

The scan detector. Much like modern airplanes have a radar lock warning, you could have a module that acts like a scanner detector. If you were scanned, it would warn you. It wouldn't tell you who scanned and I'm sure you can see that it wouldn't be anything close to a secure method since you'd be getting alot of "false-positives".
Some other carebear jumps in, scans the system, you get a warning and it was not a pirate. After that, it's your choice to either use the scanner right back at them and lose those 2 minutes checking if it was a pirate. But by then if it was a pirate, he'll be warping to you already.

Very nice idea... would take a lot of out of game skill like the old scanner did though (but im sure CCP will replace this with random chance + rank 54 skill for no apparent reason.)
Very sonar like... needs a similar sound effect that gets louder/higher pitch the closer the scan originates from... but your idea is definately a winner
Would be nice to have a passive mode like this as well as "always on" active mode to let you ping them first... since NPCs have been removed from scan it shouldnt be too hard to do...
How about you only appear in local on activating your scanner? The pirate can either fly in 'blind' - and have no idea if his potential target has some back up out there, or 'pings' and gives away the fact he is in system. Quite a simple implementation of the ideas here.

CCP like complex workable ideas, removing local may or may not happen perhaps a 15 minute delay and show all friendlies but otherwise im nto sure.

The implementation I think is relatively simple, the implications quite complex. Personaly I think if recon probe launchers had a lower cpu requirement (allowing them to be easily fitted on curisers and frigates for example) and the idea above was included you could find some interesting dynamics develop.

I think the only ships that should not appear in local are those with a cloaking device installed. The whole point of cloaking is to remain unseen.
Say that everyone else is viewable due to passive scanning that is automatically done by every ship in the game. One of the benefits of installing a cloaking device is to remain invisible to this scanning even when not cloaked... a general passive effect.
What this does is force a pirate to install a "non gank" module in order to gain the benefit instead of getting it for free.

There is no need to turn local off. If you look at it from an RP method, local is the stargate controls way of monitoring people who are in local, and then relay this information to pilots in systems. Ok so theres now standings which show up, well this was a counter to lag caused by address books having war targets n known pirates in them, same anti lag method as removing SS.
From my POV i think having a local channel is fine. in 0.0/low sec the chat is rarely used but is there as a tool to monitor how many pilots are in system. Imagine if 0.0 got like jita, you dock unknowing theres 600 pilots in system....not fun for anybody really.
