I have a suggestion for war decs. Few and far between they are for me but once more my corp has been war dec'd.
First time round I didn't stand a chance so just disbanded and if we get our asses kicked I'll probably do the same, the corp doesn't really have any real estate, so all I'm really losing should I dissolve is the creation fee.
My suggestion is this: If you have been war dec'd and think you stand a chance of suppressing the war decer rather than have to sit idly by whilst the dec'r can gather intel/prepare you are given some options. After all the decer should have prepared before initiating the dec.
If they are signed in and docked you can petition CONCORD to kick them out of the station. For a fee.
This solves two things. Corps war decing with no intention to fight. If they apply to fight you then you can, as the peaceful party in the arrangement, force them to put their money where their dec is and fight.
Second, staying signed in whilst docked so that the opposing party will never really know when you are actually likely to undock.

This is a ridiculous suggestion. What happens if somebody goes AFK for a few minutes?
This sort of idea goes against all EvE principles in my opinion - every player has an absolute choice in what they do: when they undock, where they go, who they shoot, what they engage. By adding a feature by which a player can be forced into space, it removes a dimension of the gameplay because things become predictable. |

I think you misunderstood what the above reply is saying.. We have absolute choice so long as it doesn't interfere with the freedom of other players. Your suggestion directly conflicts with this. You do have freedom to do anything you want within the game mechanics.. Wars are sanctioned by Concord and will not be interefered by them. You stated earlier on in your post that you just disbanded your corp when you were decced.. So after a measly 24 hours you are able to carry on with your hauling, is this not freedom?
The corp I'm in at the moment is dealing with a similiar situation to the one you've described. We've been decced by some noobs who refuse to come and fight us.. So now I can't really do much, I can't run incursions and I can't fight the WTs because they just stay docked up. I don't complain about it though, it's just one of those things that happen. Stop whining about 24 hours of not being able to haul, usually it's for a week. Wardecs can suck but if someone wants to waste their money trolling you then they can go for it. You never know, if you actively tried to hunt them I'm sure you'd catch a noob mission runner or something ;)

Edit: Also, I love dec mechanics as they currently are. Without wardecs high sec would become completely safe and static.. Your suggestion would just give a huge advantage to large alliances as well. Chase a player to a station, have a largish blob outside then just get concord to force them out.. I can only imagine the huge bump in KMs and tears like yours if this were implemented. You need to think through suggestions more, learn to meditate or something - get in control of those rage tears buddy. I do agree that it can be a pain in the arse though, especially for industry and miners but that's life - c+¬st la vie. |

I dont like the Ops suggestion, but I dont like the way it works to.
We have been at war for problally 25 of the 52 weeks this year, and as an alliance its bloody anoing that a 2 man corp can stall and just sit docked for 5 weeks in a row, only to undock and chase down lowners in week 3 of the war for 1 hour.
- A corporation or alliance less than 30 members shouldnt be able to declare a war - The weekly fee should dubble every week
Im not complaining, you'll have a clean up every time within your corporation/alliance, but sadly iv seen SO many people stop playing because of wars.
Why.. they only have maby 5-10 hours a week they can play. They wana be part of something and fly with their friends. Because of the limit time they have, they cant afford losing their ships, and flying a griffin or Rifter 5 weeks in a row aint really that fun.
The way war decs works are broken, its not used as intended as i see it. If you declare war you fight for something, a disagreement, area, power, ISK. Ill bet 99% of the war decs seen in EVE are greifers who just wana smack in local and extend their killboard. Who wana brag about how they managed to solo kill a Hulk because he was so stupid to undock due war.

The last pitiful little war we had was similar to mentioned above....they were not even online most of the time, much less AFK. Anyway, we ran missions and mined (a lot of mission field mining) and generally went about our business. Yes, freighters pretty much stayed docked up, but since we had the name and location of each pilot, it was not that dangerous, really.
If they had gone AFK in station in our 'home' system, we would have done the same thing. We are fortunate enough to have enough people online during peak time that we were relatively safe. Several senior members run missions in essentially PvP fits just in case someone comes out to play (and doesn't dock up immediately).
I do think hi sec war needs some kind of re-work, but not interested enough to work out the details. The whack-a-mole station docking is just lame from all perspectives. |

Kicking people out of station: Umm....no. As much as I'd like to drag my prey out, the idea that you can force someone to undock when they just needed to step away for a minute is absurd. This would even be a bad troll.
Any changes to the wardec system that make it harder to declare/sustain a war need to come alongside changes that make it easier to actually engage in the war. As it stands right now, we're able to get fights from one out of ten wardecs, and we have to put a lot of effort into getting some of those. |

So how is his choice not interfering with me? Why can't I interfere with him a little? And we haven't disbanded yet, having the corp makes things convenient, nice private chat channel, openly share out gear between us, you know, that sort of thing.
But as we have no POS there is nothing for a corp to gain from a war with us. Meh, I wouldn't even mind not having the corp, providing I could create some sort of shared hanagr. |

You did consent to all of it when you accepted the risks that come along with being in a corp. Obviously it comes with perks that you may consider more beneficial than the risks... if you didn't know about these risks before hand well 
I think you're just looking at it as though being in a corporation should only have benefits and thats not how the game is designed... its not like other games with guilds fortunatly/unfortunatly (depending on how you look at it).

Create a new corp, move your toons into it, and force them to dec that one, as well. Keep your old corp with some seldom used alts in it (make sure they have the minimum required skills, though). If they want to dec that one, make another, same deal. If they cancel any decs, go back to the corp that is not in a war. If nothing else, it costs them more to keep up the war. In many cases, it may take them days to figure out you have 'fled'. Finally, have your main corp in an alliance, the war dec cost is much higher and it only costs 2 mil/month in dues. There are many alliances out there that really only exist for the purpose of making war decs cost more. If you have one or two shell corps, get them in other alliances with the same goal. War dec'ing three alliances will cost a 150 mil/week minimum, plus additional costs if those alliances are at war with other entities. |

Seriously, new players, means low skill pilots easy meat, often getting into ships they can barely fly and not knowing anything about combat in Eve. Miners and freight means expensive ship and some full of goodies and even better they don't shoot back.
Remove "new guys" at least, so they have to check your players skill levels by scouting them out first....
I have said in reply to another person moaning about war decs is that one should never set up a corp dedicated to new guys, because your just setting yourself up for trouble, make sure you have a core group of experienced guys who can fly a properly fitted T2 BC and then think about running your own corp, until that time you're just an easy target.
And your idea is terrible...

As someone who is in a PVP corp that does Hi Sec War Decs I understand what you are saying. I agree with you that the war decs can be frustrating at times, especially if you are on the receiving end. However since we regularly drop decs on people and in return get dec'd here is some advice.
First off as previously stated the people dec'n you usually are looking for easy kills, so if you deprive them of the opportunity they will lose interest fairly quickly. You can also gain intel on the people after you, such as looking through their member list and keeping tabs on them. Follow their killboards and see where they have been getting kills recently. Have some of your members take turns being scouts in surrounding systems in frigs, they can let you know if WT's are incoming and you can warp off. Not full proof but nothing is. Alts are great for this and as long as you pay attention you should be able to quickly warp to a safe and watch as the attackers get bored with not catching you and go somewhere else. Worst case you dock up go afk and after a few days of no kills they leave. Sucks but thats part of the experience of eve.
Another option also stated is make sure your corp has some people with good SP's to pvp, have fun with it and set up a defensive group, we have dec'd several Missioning/minning corps that have reshipped during decs and run protection for their other members and successfully fended off our attacks. Not only was it fun for both sides but new alliances were even made because of new found respect. Just because you are not in a pvp corp does not mean you cant look intimidating and you will probably find some of the people dropping decs don't know what to do when you land on grid with equal numbers.
You can also look into hiring a Merc corp such as ourselves to help out. Trust me when I say alot of people dropping dec's are counting on easy ganks and when you spend the isk to pay for a pvp corp to get a week of free decks on another corp it can cause your dec to be dropped FAST. Corps like mine will welcome someone paying us the fee to help them out. Its no isk from our wallet and more targets to choose from so were game.
I can only speak for my corp but in our case we tend to look for large corps with active members to deck since we are looking for fights, not 10 on 1 hulk kills (although we will take em if presented). Newbie corps aren't on our list but thats just us. We deck PVP corps regularly and look for those decs in return. Not everyone is looking to just ruin a high sec pilots week.
Changing the game mechanics is not the option, instead encouraging players to reach out and interact with others to find solutions is in my opinion the best way to go. Mail me in game if you need some help or even just want some more advice.

I shall pursue this.

In my opinion a war dec should ONLY be an option if that players corp steals from or aggresses you NOT just cause the other guy is minding their own buisness
Currently the war dec in high sec is to force people (that dont want to go to low sec or pvp) to pvp Placed by space jerks that even though they could go to low sec or faction war to get pvp have to be scum and bother everyone else
Let people mission/mine in peace or change the war dec system to let the victim of a gank or theft in high sec to place a war dec INSTEAD of the cowardly placed war decs from people that just cant hack it in low sec
High sec war dec = pvp griefing by people that dont have the skills or brains nor the courage to live in low sec

If ya all really looking for a fight go to low sec or faction war and be a hero

I'm pretty sure that's not going to happen. There are indications from dev posts that they're looking at remaking the wardec system in a way that will prevent dec scraping, and that they wanted to lift the exploit rules to see just what kind of abuses people could invent. |

As has been stated already, you have plenty of choices if wardec'd... Nobody said you can't fly your transport or freighter: you're choosing NOT to fly it. If someone is sitting outside the station waiting for you and your corpies, use a JC to jump elsewhere and continue your game.

That is not really true. Faction Warfare and roaming a certain swatch of lowsec gets boring. HISEC wardecs are a way to keep the spice and actually get targets in large amounts that might be willing to fight.
Also not sure who said but something about most HISEC wardeccers will run from even numbers; but most the time we fight outnumbered and prefer it that way. More of a challenge and if you know what you are doing actually gives you an advantage. |

I'm fine with fixing the mechanics instead of calling it an exploit. Whatever so long as a Hisec POS is killable without a suicide gank. As for what abuses people come up with, they'd just have to check their logs from before declaring alliance hopping an exploit. |

Wardecs are currently really silly.
They need to be scrapped and re-designed from the bottom/top up/down. Left right and center.
The only thing that really needs to be said is "CCP fix". Then we can flame the devs if their ideas are pewp, or we can worship them with likes if their ideas are rad. This is actually good because then CCP can follow the beer -> software design -> Results process. Which I heartily recommend.
It's also good for the icelandic booze economy. Do it. |

You didn't forfeit anything. You CAN still pilot your ships around high sec....just gotta be on the lookout. Just because they wardec'd you doesn't mean you can't do absolutely anything. You make it seem as if they're holding you against your will... |

Avoiding wardecs currently.
Shed it with the alliance trick.
IF CCP does something to fix it, their will probably be hell to pay when one half the player base whines how they can't meta game to avoid it while the other side whines they can't find a fight. *looks up* Oh yeah, look how you can solve the whining about looking for kills but no one fights  |

The only issues with war decs are people creating corps that are unable to defend themselves and people who look to war dec corps who are unable to defend themselves for KB padding and not for good fights...
Simple way to deal with war decs, one, smash them, if that is not possible then bore them to death, one way to do this is to stay logged on and never undock, another way is to switch to another area of Eve and operate there, see if they follow if so rinse and repeat. If memory serves, by the time I was able to fly a Hulk well I also had fantastic capacitor skills and decent shield skills. I had more than a few points in Mechanic skills, and since I started mining in frigates and cruisers I had skills with those too. I was missing T2 guns, but Meta 4 guns aren't all that bad. And T1 Cruisers/Frigates are cheap as chips.
So, if there are a lot of you miners, and you all have decent shield, cap, mechanic, and cruiser/frig skills why don't you all fit T1 frigs and cruisers for PVP. If you all stick together, you might get a few kills. Heck, you've probably got an Industrial member or two that could build all of the ships for next to nothing.
If these guys have paid money to fight you, then why don't you just blob the heck out of them. If they refuse to engage, go fleet-run a mission or something. Stay together. Primary stuff. Sure, you'll probably get killed a lot. But you might also learn a thing or two about how to defend yourself. And, just maybe, you could have fun.
Most PVPers aren't nearly as good as they think they are. And think of how terrible they'll feel when their newbie-gank turns into a swarm of Rifters/Incursus/Merlins with Caracal/Thorax DPS support. In the time it took to post this stuff on the forums everyone in the corp could have trained ECM to 3.
Or, you could jump corps (i.e. run away). And that is a workable solution. But, it isn't terribly gratifying. And it certainly isn't fun. I know sometimes it's difficult to realize just how much you spend on incidental things each month or year, but seriously, EVE is very cheap entertainment compared to most things... If you are a smoker, smoke one less pack a week and pay for EVE, with money left over to pick up a cheap bundle of flowers for the EVE widow upstairs. |

I don't remember seeing a surrender button, perhaps you could direct me, I am a noob after all I must have missed it. Like "Surrender POS to retract war dec" I guess that makes sense, freeing up a spot in high sec for another station. Or do you only get the surrender button if you own a POS? Cos we don't own a POS so there's no real estate to be gained from war dec'ing us.
So.... this thread has turned up a couple of snippets I didn't know about, and I think the easiest thing to do is just going to be to dissolve the corp, I only set it up so I can share stuff between my two characters without having to be in the same station at the same time.

It is a pretty pointless fit for mining (only mines 250-300m3 per cycle, compared to a retriever at 650-700m3 or so), but does give you something to do if the WTs do not arrive. Have the more skilled members in their hulks or whatnot. Use a few with scrams instead or disruptors. The skill requirements are piddly and will still result in a fairly effective ECM ship when used in a fleet together. If you want, use some higher meta stuff and add a missile launcher, although you are really counting on someone else to kill the WT(s).
You hear all the time from griefers/gankers about loving carebear tears.....and I have to agree, tears are fun, especially from the would be ganker. You should have heard the whinning and crying we got from a Loki pilot (back when T3 was new) who got perma-jammed by a similar Blackbird and then killed by several ships that cost less than the mods on his ship. He seemed to think it was being wussy or something. I should go back and see if I can find his chat log :).
Oh, on that topic, never, ever communicate in any way with a WT or their corp. Stone cold silence. Do not answer mails, chat requests, etc. Do not even block them...make him wonder if you even know he exists. They are looking for entertainment, do not give it to them. |

Non-consentual PvP is an important part of EvE, and hisec wardecs are a good idea (even if the current implementation is fail).

CCP's newest theme is war, so I expect they will alter wardec mechanics significantly over the next year. Currently, with corp hopping, and the cheap price of wardecs, the mechanic is broken.
I would think putting out general guidelines on what works, and what fails in the current wardec scheme would be very helpful to CCP.
Working as intended: Allowing an aggressor corp to wardec any Player corp they want. The only "safety" from wardecs comes from NPC corps. Mutual wardecs: RvB is an excellent example of how wardecs work!
Fails: Corp hopping: The ease at which corps can evade wardecs by jumping to another corp. Corp hopping: The ease at which aggressors can hop corps to weekend gank. Price: The price of wardecs is laughably low. There is essentially no cost to wardecs.
Potential (not necessarily good) ideas:
Provide a disadvantage to the aggressing corp. Currently, cost is NOT a disadvantage. -- Concord can be bought to boot people out of stations in which their corp doesn't hold an office? (Meh) -- Players can NOT join an aggressing corp during one-sided wardecs? (+1) -- Additional concord taxes on all rewards and market transactions? (meh) -- War deccer's get standing penalties to factions based on the wardeccee's standings (i.e., dec a few +10 Amarr mission running corps, and your corp suddenly has -10 faction standings to Amarr, hence amarr police attack in amarr space) (+1, but hard to balance)
Regional/factional Wardecs? Each wardec is limited to a faction's space (Caldari, Amarr, etc)? (+/-)
Corp Life Risk vs Reward: -- Increase the benefits of being in a player corp vs NPC, and don't allow players to so quickly evade wardecs. -- Forcing players into unwanted wars needs to be balanced with limits on war duration. |

What would be interesting to see, as well, might be an actual "mercenary" contract mechanic. In the contracts page. Mercenary creates a contract for X isk and could get kill rights against a] the enemy corp or b] a specific member of that corp, both for the duration of that war. The latter being something of an enhanced bounty system.
It might make high-sec grief deccers think twice before targetting that squishy carebear corp, at least. |

I think the OP idea with some modifications could show some promise, since nothing in this game is more annoying than being decced by some "hot shot" alt PVP corp, just to get cheap kills. So you abandon your missioning spot, dust off your combat ships, set up for a few days of fighting. Then your oppenent realzes that he war decced based on the three newbs you just recruited, not realizing the 10+ experienced combat pilots could be on at one time. The deccer then hides in some station AFK while running some alt. THis is exacerbated by the fact the deccing corp is really a shell corp allowing the enemy combat pilots to slip in and out of the war dec, for the weekend.
So basically you can do one of three things, camp in station until he logs, log off yourself, or pointlessly mission in PVP fleets. Overall out of the week long dec maybe a newb or two get killed, maybe one vet gets bored (for deccer or deccee ) and gets blobbed and ends up a lol killmail, but all in all a major waste of time.
I would modify the OP initial proposal to this: The members of the wardeccing corporation (aggressor) are subject to be ejected from the station after a 5 minute timer upon request of the enity that was war decced (defender) , the agressor may log out instead, but this imposes a one hour secondary timer before the request expires. An option will be added to your client screen: If under a reject request: logoff (Y) or (N). This will prevent the death by going AFK issue. THe defender will be charged a service fee.
I also like the idea that standings in that area of space have an impact, since high standings "should" represent you are a good citizen of the faction and would tend to be favored over some interloper.
I really just hate hi sec wars because they are a) Lame, b) boring, and c) lower my income while being lame and boring.
And yes more than half the Lame and Boring wars I have been I would have been considered an aggressor (my corp mates like deccing things and making me come shoot abandoned hi-sec POSs) and if I am sitting in a station AFK just to scare some newbs I deserve to lose my ship and get podded.

Wardecs aren't supposed to be costly. The Dec fee has always been a token amount, and it used to be the same token amount no matter how many outgoing decs were going on. Why would the factions care about police (and Yulai convention) approved combat happening in their space, anyway?
TBH, I don't care about the RP reasons why.... but I'm certain they can be found/created. I can get a faction boost for Gallente by running Sisters of Eve, I can get a faction boost for Minmatar by running Gallente missions.... And I think I can take faction hits by association too (I'm not really an expert on this).
I more versed in PvP, which is centered around consequences... War dec costs are negligible, and while there is the potential for retaliation, too often this risk is unrealistic.
A Faction standing hit for aggression is not overpowered, and provides an interesting consequence to declaring war. Additionally, standings can be repaired by missions and by recruitment. (lol, corps boost their standings so they can anchor towers, now imagine corps that boost their standings to punish their war-deccers).
I haven't given this enough thought to truly define where the limits should be, nor how the mechanics should/could be implemented. Its an idea I had, and if implemented right, I don't see a lot of downsides. If you do, please let me know. I think I'll create a more formal and intelligent post and run it throguh the F&I blackhole. |

So you're telling us to buck up because that's how the game is made? But also state that something you find annoying is an exception.
It's a game, and changes frequently, change is good, and defending how things are just because that's how it has been made doesn't mean they are fun, fair or "good."
As I've been playing I've spotted a few things that are not how the game currently acts. Should they all be discarded simply because "It's not how the game is now?"
Undo window resizes/moves. Fire on a POS harbouring my enemies in high sec. Add a skill to the queue when it's prereq's are not met because the prereqs are still training. Blanket "configure container" settings so I don't have to set them all individually to unlocked. Individually reset UI windows. Single key to launch "first 5 available drones." Right click someone's online notification icon to bring up context menu for that player. |

The idea of the game hasn't changed in 8 years. Hisec is safeer. It has never nor should it ever be "safe."
Improvements can be made, and they should be. But bleating over the fact that your activities can be mildly disrupted in the same way they've been able to be mildly disrupted for the past 8 years is ridiculous.
If you want to avoid wardecs, join an NPC corp. If you want to fight a fun war, find someone willing to fight a fun war against you (I hear EUni doesn't do fun wars anymore, after RvB violenced their POS without an evemail heads up).
Violating the time honored doctrine that the station is safe is an insane notion. Were it not insane, Sov alliances would be allowed to kick neuts out of the station well before someone in Hisec would be allowed to bribe CONCORD to kick someone out of a station Not Owned by CONCORD. The Factions don't have any hand in WarDecs, why would they kick someone out of a station over a wardec? |

I agree new ideas are great or doing things differently to improve the game and its gameplay, however, it sounds to me like you're looking for an easy out with alot of the suggestions and fail to grasp the numerous negative impacts caused (this isn't to just the OP but some of the other ideas thrown out).
There are a number of viable solutions currently available to you and at least on the surface it appears you have spent more time complaining about war decs and trying to create whimsical lackluster ideas, that frankly dont really add to the game in a meaningful way.
Most of this thread just looks like "well I don't want to do ________ I want it my way because I can't be bothered figuring out what else I can do already"
You and others may complain about broken mechanics and hold a banner of "new ideas will make it better and fix it" but really your new ideas are just as flawed if not more flawed, subsequently only compounding said "broken" mechanics rather than fixing them.

Booting someone from station is kind of silly, but I guess you could force-logoff an account that had no activity for a couple of hours or something. That could be regardless of war dec of not :). Me, I don't think that is the issue with war decs.
I do think there ought to be limitations to corp hopping (both for aggressor and defender, possibly), so maybe it takes 24 hours to 'acquire' kill rights on WTs and/or 24 hours to 'lose' WT status to the original dec'r (on a pilot by pilot basis). |

I agree with the mob- good mob BTW- that hiding in high sec is the care bear way of griefing the PvP player as much as a war dec is the way to grief care bears.
It's just a case of 'make the game play how it suits me' - there are a great many mechanics that you enjoy but any that you don't need a 'fix'. It's not actually broken. |

Yes, I think unsubscribe is an option. The whole wardec mechanics is a joke. If we wardec a corp we never talked to, this would actually also be a sort of harassment when their player can not undock for a week or play the game. But they have to pay their account!
Is harassment of others not against the Eula? CCP violates the agreement with this wardec mechanics I think.

Potential (not necessarily good) ideas:
Provide a disadvantage to the aggressing corp. Currently, cost is NOT a disadvantage. -- Concord can be bought to boot people out of stations in which their corp doesn't hold an office? (Meh) -- Players can NOT join an aggressing corp during one-sided wardecs? (+1) -- Additional concord taxes on all rewards and market transactions? (meh) -- War deccer's get standing penalties to factions based on the wardeccee's standings (i.e., dec a few +10 Amarr mission running corps, and your corp suddenly has -10 faction standings to Amarr, hence amarr police attack in amarr space) (+1, but hard to balance)
Regional/factional Wardecs? Each wardec is limited to a faction's space (Caldari, Amarr, etc)? (+/-)
Corp Life Risk vs Reward: -- Increase the benefits of being in a player corp vs NPC, and don't allow players to so quickly evade wardecs. -- Forcing players into unwanted wars needs to be balanced with limits on war duration.
