You make the claim of bob illegaly obtaining bpo's but you have no evidence, just conjecture. Bob got the bpo's from someone who left the game and they had no reason whatsoever to assume the bpo's were gotten any other way then through the agent systen.
Furthermore, judging from the lists of bpo's that K got from the forumdump it's easy to conclude that these bpo's have made no serious difference on any in-game events. CCP handled the situation in the summer outside of their normal protocol in such a way that it would have the least impact on the game and they succeeded.
Remember, K produced no evidence whatsoever that the bpo's were illegally spawned, it was CCP who uncovered that (through audit logs or more likely by employees coming forward on the events that summer).

Learn to make a coherent argument that has some evidence to back it up. Thats something you'll need if you want to make a serious accusation you know.
