Other players have some of the specifics covered so I will do this way.
Why not all three, after all variety is the spice of life and it certainly holds true here in EvE.
With all three you can use whichever one you want, or the one that is best for the PvE content you are doing.

Torpedo Rattlesnake isn't terrible if you use Javelins. Since the OP isn't interested in training up Cruises, it's the next best thing.
Forget Rages though, even with a huge focus on missile range you could probably spit farther. |

Except if you're going to use Javelin torpedoes, you might as well switch to Faction cruise missiles for more range, damage and application. I don't think there's any hull that can properly utilize Rage torpedoes...

Even meta 4 cruise launchers with T1 missiles are probably going to be better, all things considered, than t2 torpedos for pve. Range and damage application are the big issues. If you can get a little blingy, you can use caldari navy cruise launchers with t1 ammo and have almost as good performance as t2launchers/missiles.
Rattle with cruise missiles is your best option, imo. T2 of one weapon system is not automatically better than meta4 of another in all circumstances - think outside the box you've locked yourself in. |

I dont mission anymore, But i pretty much use a cruise rattler for all my pve needs or sometimes a VNI. |
