Just joking, but I suspect that the old warp speed was before mission blitzing became such an institutionalised phenomenon, and CCP decided to (literally) put the brakes on it. I suspect a parallel might be when they rejigged it so that most FW missions could no longer be run in just a stealth bomber.
My battleship now warps faster than ever so It helped blitzing. |

In theory yes, in practice no. The vast vast bulk of smaller ships do not fit warp speed rigs, mods or implants. Of the ones that do the vast bulk are interceptors.
