We alliance members have been asked to post feedback on this thread, so here it goes.
It took me a bit of effort to create this alt and its alt corporation, but now I am researching bpos as fast as my alt skills allow. Once you learn to create a job at an aliiance POS, you will find no longer problems.
From my experience, and other alliance member's comments, POS owners build new towers on a reasonable time whenever a POS gets full (times ranging from the very same day it gets full to 3 or 4 days after all ME slots start having queues longer than a pair of hours). I only had to wait once for a ME slot, it was a wait of 1 day and 12 hours, and it happened when at that moment the POS owner needed 3 or 4 days to gather the isk to put online new towers (which were put online when he said they would).
Also, alliance chat had kind people that helped me along all the process, thank you 
Edit: Now we just need a courier service to move the BPOs to the right place and back. Are you hearing, CCP? :P

Bets on when the dev's will fix the POS Copying for alliance members?
Yes, atm, the GM's have started being a pain in the rear when it comes to getting bpc's out of the lab hangars for non corp members.
But I will be leaving my copy slots available for alliance member use.

You won't believe it but I got a response back from the bug team saying that they were not aware of the BPC copy lots bug. And this was in the last couple days. I would post the email but im guessing that's not allowed so I best not.

This suprises me alot considering that it has been on the "known issues" page for what sees like forever.
i guess they forgot about the known issues...
but anyway, we have open slots, and yes you will have to fight a little with a GM as they are beign ****y about retreving BPC's.
just amke sure to reference the known issues page when you petettion for your BPC

If you have BPO's needing to be researched, bypass the npc stations and go straight to the high speed POS's. Bring your corporation into Empire Research, and research in the fast lane.

I'll be letting 2-3 new POS's into the alliance this month.
If your not a POS owner and have a region you'd like covered.
or
If your a POS owner and you think there is plenty of business to be gained in your region.
Please convo me.
Remember, if we have the region covered already. Sorry. The only way I would let a 2nd in a region in is if you are far enough away from the current POS, 6-8 jumps, and the current POS owner gives their permission. I expect the second won't happen, because all of us can afford putting up more POS's, or upgrading the existing POS.

Alliance broke the 300 pilot mark.
We have 10 POS's in the alliance.
Most with some room, and all of us willing to upgrade them as necessary.
Plenty of room for more clients.

in the most recent patch notes for Revelations 2 it states
BPC's are now retrievable if you made them at a starbase owned by another member of your alliance.
we will keep you updated when this is confirmed.
