1. Keep high sec territories the way they are. 2. Allow capture of null sec areas by a concord faction/corp. If they are captured, they become high sec. 3. Allow these areas to continue to expand outwards into null sec.
This would implicitly create the most epic battles, because the null sec alliances would not stand for such shenanigans.
You could create a new story-line, with new concord stations all around the edges of null sec, both in low sec and high sec locations. The story-line could go along the lines of concord being sick and tired of all the pirate factions bringing their criminal ways to high sec. Concord plans to turn all of null sec into high sec.

So you want highsec players to be able to go to null and capture a system and then if players try to capture it back, they get CONCORDED by NPCs (since NPC Corps can't be Wardecced)?
That's some wacked up carebear thinking there.
If you want to capture nullsec, go do it like everyone else and then hold it like everyone else.
If you need the support of an invincible defence fleet to assist you, you don't deserve the space. |

Ive been trying to see if there is any way to make this viable. The only thing I've thought of:
Any null alliance can invite (pay?) concord to patrol their territory. Doing so effectively turns their territory into high sec, in that gank type attacks get a concord response. A wardec still turns off concord. You want to take that territory back, kick out concord? War dec the holders, take their systems. Concord will not stop you if that wardec is in place.
I cannot see this has a good thing for all of null. But it might be interesting for some of null. A new dynamic, something different to shake things up. Maybe it would require new regions to avoid upsetting current alliances.

I think you have your heart in the right place but adding more of high sec, the area that is designed to restrict pvp by it's very nature, in order to increase pvp doesn't make any sense to me. If you really want to see more pvp you'd have to shake up the status quo and I think at this point in the game that means changing the landscape itself. I seem to recall years ago a preview of player-made stargates and I don't know whatever happened to them but that is something which would certainly shake things up: changing the value of entire constellations because players decided to build something. Or destroy something. |

I get what the OP was trying to say but it missed the point of how that HiSec transition would have to work. It couldn't be instant.
Now, what you can say is that System Security increases for null sec systems aren't fast enough. Non-sov systems that are quiet and start getting their status increased (faster than currently) could theoretically get the attention of an Empire that is nearby. Thus the Empire could expand to start claiming those more attractive zones and capture them, go up through LoSec to HiSec over the course of a long time. Call it Incursion on a REAL EFFECTS scale.
You'd also have to have mechanisms to allow players to target Lo/HiSec systems and start to destabilize them. Jita comes to mind. It has so much ship violence in it that it should actually be a LoSec system by now and headed to Null. I mean Concord is spending a fortune on patrolling Jita, you'd think they'd want to start cutting their losses. Perhaps War Deccing an Empire or something like that could be done to take down HiSec systems.
Thus you have a reality based concept of systems gaining and losing ground. Carebears would need a mechanism to defend their spaces as well, so, maybe it's okay to open up on someone with a negative security status and not get Concorded yourself. Thus the rabble rousers get pointed out and you can toast them freely in HiSec. In LoSec, Concord would only care near gates/stations so the systems are already PvP friendly. However, the concept of Carebears gate camping HiSec gates becomes amusing.
It would definitely toss the status quo for a loop.

You know I suspect some of the largest 0.0 entities would actually endorse this idea *if* it was fair and enabled them to finally conquer low-sec and eventually high-sec by beating the threatened incursions back.

On the turn around. Let players take hi sec. Once a pos or citadel is placed in hi sec. Sec status starts to deteriorate overtime. If players want to remain hi sec they have to war Dec the Corp with pos or citadel to remove it. Once it gets to low sec status then free for all ensues. No pos or citadel and the sec status increases. |

Secret is, it's all PvP, there is no PvE... (But I get that you are talking about EVE PvE) and you still wouldn't be up against the Empires alone. Players with established bases and Concord protection to lose out on would likely assist the Empire forces.
If the game introduced something like a "Letter of Marque" system for the Lo/HiSec players and got deputized to fight other players trying to take the systems, then it's back to ship to ship PvP and that's the OP's goal.
If done right, a system could be devised to use what currently exists but is somewhat broken, to do this kind of slower 'migration' of power bases.

Still PvE not PvP though. Yeah, that might work, allowing conquering of low/high. I think a fair amount of high sec needs to remain though, for newbs coming in. If they are blown up left and right, they probably wouldn't stay. When I started, I didn't mind the occasional destruction, as I was learning. But if it just kept happening, preventing me from learning the game, I probably wouldn't have found it fun. Being destroyed now doesn't bother me. |

How simple is that to understand. If you make systems highsec, they are protected by CONCORD and NPC Corps (even if you can shoot players in those corps) can't be wardecced, so CONCORD will respond.
