Remember this is according to your wallet, dont' be afraid to put up a cruiser as your Cost-effective, or even Investment if that's best you can afford. That and don't feel limited to 1 ship per category.
Low-end: By your measure cheap throwaway setup. If you can afford to throw away a cruiser feel free. Doesn't have to be Supercheap, but just something if you lose a couple your wallet won't be effected to much.
Cost-effective: Ships that are more powerfull and effective, but not horribly overpriced. You really don't want to lose it, but it won't set you back too much if you do. The medium cost ship "and possibly favored for this?"
Investment: These ships are reasonably in your pocket "aka no motherships", you can actually afford them given time and effort, and you must have actually flown them before. However it is a major setback if you lose, and requires a significant investment.
For me it would be Low-end: Merlin fit with 2 T2 Medium Shield Extenders, after insurance costs 2-3 mil. Cheap and replacable, but with 3000hp and merlin's resists i can take cruisers with it. Still too small to be my prefered ship for combat though.
Cost-effective: Hurricane, an AWSOME ship. Fit well it costs me a good 50 mil after insurance. Expensive but worth it. Between it's double damage bonus ownage, and to a lesser extent it's reasonable tank it's just a beautiful ship overall. Often kills even battleships with record speed. Massive DPS but enough protection to get you through the battle. This is my prefered ship for combat.
Investment: Rapier, one of these sets me back as much as a week and really requires at least 300+mil in fittings for best effect. However with careful planning it's nearly invincible. Only Rapier i've ever lost was lost to a poor wallet and jita's marketplace. Had to sell it, but it was all but invincible. __________________________

Low end: The Famed Suicide Kestrel. I don't think a reason is needed here.
Cost-Effective: The Dominix. For the super low price of only bout 50 Mil (Not bad, even for somewhat new pilots) It's a wonderfully effective battleship, and with only about 2-5 mil in fittings, it can crunch through all level 3 and most level 4 missions with ease.
Investment: Megathron. With the T2 tank, rigs, implants I purchased specially for it, it's got a very beastly tank, but losing it is something I fear. ------------------- My opinions (ie, all of my posting here) are not my corporations. Nor should it be taken as such. |

Low-end: Arbitrator. Good DPS, nice slot layout (4-4-4), and plenty of EW capability. Just don't try to fit guns on it.
Cost-effective: Vengeance with T2 fittings. Not too expensive, tanks well, tackles well, does good damage. My preferred gang ship.
Investment: At the moment, my Gankageddon. 7x megapulse with multifrequency and 3 heat sinks does wicked damage. I use it for 0.0 ratting, and can kill triple BS spawns without needing to turn on my almost nonexistent tank. On the other hand, if I lose it I'm down by 30+ million ISK, and I'm afraid to take its tinfoil tank into PvP. ----- That is a Templar, an Amarr fighter. It is a combat drone used by carriers. |

Low End - Vengeance. It tanks so hard it laughs out of nothing.
Cost-Effective - Brutix. Dishes out very nice damage while sporting a tank strong enough to outlast quite a bit, and with the 4 mid slots, it can sport a cap booster without gimping something.
Investment - Not being a rich guy, its the harbinger, doing extremely well for itself, but its cost can be quite hefty with all those T2 and best named.
...who of course promptly went bat****, flipped out and killed some people. |

Low-End: T2 Thorax : 5x heavy electron II, 1600 plate, mwd, web, scram, rcu II, 2x magstab II, 2x vespa II/3x valkyre II, dcu II( for me this is low.. )
I guess if I was to chose a t1 frig it would be the inty killing rifter or the 4x std launcher II Kestrel.. or even the 400m plate punisher.
Cost-Effective: Nighthawk with rigs + passive tank
Investment: Gist X-Type + Crystal Nighthawk. I don't have this yet.. but soonÖ or a Gist X-Type CNR.. But I will get the nighthawk first :)

Which category they go into is entirely dependant on your wallet. It's a fine choice for Low-end if that's low end for you. I mean most people don't fit a t1 frig with 2-3mil in fittings for a low-end but my wallet is just bigger then most "though obviously not quite as big as yours". No need to chose a T1 frig for your low-end if T2 thorax is low end for you. __________________________

Cost effective: Drake. Tank of the gods for next to nothing, cheap to buy, cheap to fit, and with insurance, the loss barely tops 10mil with a mixed t1/2 fit.
Investment: Arazu. Ship itself is fairly cheap, but insurance is just poor, and the loss of a cloak, t2 rails and muon damps would absolutely hammer my wallet. Very nice ship, though . (It's that, or one of the corp's capitals )

Mid-range: Battlecruiser. Whichever I'm in the mood for, I can fly several of them about equally well. Or to go for the higher end of this, T1 fitted Raven.
High-end: Pilgrim. The ultimate pirate ship, but a 400 million ISK loss if it goes down (though it rarely does).

Low End: Caracal Fitted with 4 Standard Assault Launchers 1 Med Nos, T2 Tank. It can make fast work of frigates and when that Thorax shows up and starts to put Nos on and shoot Null at you, you can Nos him back and pop his drones. If you lose who cares 15Mil invested tops, go do 1 level 4 and buy 2 more.
Cost Effective: Drake Fitted with Full T2 Passive Tank and Medium Nos 20k Scram. **** off any one using Nos, LOL any other BC that attacks you and stalemate any BS that tries to gank you. ShouldnĘt be going out solo, in this but if you find your self on the wrong end of some Tech 2 Ogres your out 60Mil. Spend a few hours in 0.0.
High End: Scorpion with 4 x Heavy T2 Nos, 2 x Torp, 3 x Hypnos Multi, 1 x Sen Booster T2, 20k Scram, T2 Tank and 5 x T2 Hammerheads. I have used this to really **** off a Blasterthorn. Moved in close and found out that they canĘt keep a lock long enough to deal any real damage, canĘt counter your Nos, canĘt escape and have to sit there for 10 mins while you eat away his HP. If his friends show up your out 100mil Tops. Sell some of the Implants you picked up from Missioning.

Low-end: Armor tanking curse... (yes, thats the cheapest ship i fly. Tried harbinger but dont like it)
Cost-effective: gankageddon
Investment: absolution (with rigs and stuff) OR sabre (gistii/rigs/blahblahblah)

low end: t1 fitted brute force passive tanked arbitraor with sentry drones. Very cheap and with half decent skills able to solo pwn indy's in 1.0 systems. as a group devestating against unprepared opponents.
Cost effective: Myrmidom. Passive tanked this ship is pretty awsome. If you fit it right this will give you the best bang - buck ratio in the game IMO.
Investment: Arazu. Useful in practically every pvp ingagement, got the perfect things you need for a tackler and if you fit it right and are careful you shouldn't ever die in it in small gang pvp.

Low end : Malediction. It does its job and doesn't hurt the wallet.
Cost-effective: Jaguar. So versatile, so fun. It can take a beating and hold its own at the same time. With my skills, I can squeeze alot of performance out of this ship. I love it.
Investment: Drake. it took alot to talk me into flying anything other than Frigates, but I am glad I gave this ship a chance. 350+ mil invested so far and I am just amazed at how incredible the tank is on this thing.

Low-end: Caracal, cheap ship with good damage
Cost-effectiv: Curse/Arazu, if you know how to handle them the kills/loss ratio will be quite in favour, both work great with gangs
Investment: Machariel, lovely ship but pimping it out with faction gear really hurts the wallet. so far 1.5 bil invested and still quite a few things missing ------------------------------------------------------- Sig was removed due to derogatory comments towards a group of people. -Karl Chroimcer

Cost-effective: Myrmidon(spell check?) T2 reps, if i feel like it t2 blasters, with T2 ogres, its well worth the cost.
Investment: Eos, i'd hate to lose this, or a battleship, but i must say its one of the toughest ships to break that i'v flown... T2 blasters, T2 tank, T2 drones, and in gang mode 3 warfare links, remote rep drones and the toughest tank i can fit..

Low-end Arbitrator, Thorax, Rifter, Taranis, and Malediction They do their job good, flexible, don't affect much our wallet if it's gone
Cost-effective All of TierII BCs(especially Myrmidon), Dominix, and Crow Not much expensive, and extremely powerful. Especially I think Myrmidon is overpowered.
Investment I have no experience flown this before however we all know it is overpowered, well-fitted nano-Typhoon. Need any explane about this?

Low-end: Inties crusader and malediction they aren't expensive they are useful in all situations in pvp. Fittings are cheap becuase slots, pg and cpu are limited. (crow with faction and snake set excluded )
Cost-effective: Command Ships the Damnation and Absolution for me they are cheap compared to HACs cost less to fit out in Tech 2 than a BS yet they are powerful in pvp and complexes plus all the great bonuses they can give to your whole gang.
Investment: Officer and Deadspace fitted Navy Apocalypse. Love the ship extremely expensive couldn't afford to replace even half of it if I lost it hence you won't see this in low sec.

L-E: Assault Frigate, minmatar in particular, which have fantastic dps, and good tank and high speed and they only cost a few mil.
C-E: Cerberus. Runs missions like a dream but I had to run a week of those same missions to pay for it. Then I went and stuck some crap rigs on it.
Inv: My mission running, T2 fitted Raven (and alt's Abaddon). I'm so confident of not losing them I haven't even insured them. Hm... ---

tho im new.. and high end dont really make sence yet for me il ltry and conjure a list of my own :P
Low end: Rifter. my first real frigate. used to breeze trough lvl 1 missions and very cheapo
Cost-Effective: not sure.. as im poor everything seems to be to costy :P tho my rupture was a solid investment. doing the lvl 2 mission: the blockade, made me sure i had a good ship that didnt cost me all that much
Investment: ..dont have a real high end ship yet. my best atm is a hurricane, which i havent even fitted :p tho it does look promissing :p

Low-end: Arbitrator. Valkyrie II's, 1600mm or 800mm plate + EANM + DCU + T2 med rep, some nos, some ecm, and a mwd.
Cost-effective: T2 Electron blasterdomi. 1K dps, few plates, very nice in gang fights. Other options for me are t2 pulse arma (huge dps w/ 0 tank) or (rigged) nano-curse. More expensive, but very hard to die in.
Investment: I'm torn between Absolution and megathron. Both get a LOT better when pimped, however, pimped ships still have the obvious disadvantages.

Low-end: 1. Stabber even t2 fit with d180s it's quiet cheap, <10m. Fun to fly. 2. Rifter with passive tank or 125mm+plate+web, both are good frigates.
Cost-effective: 1. Hurricane, excellent solo and small gang ship, fun too! 2. Dominix , great ship for solo and small gang work, cheap to setup.
Investment: 1. Maelstrom, about 300m to setup, this thing is a very nice ship in a small gang and very hard to kill. 2. Rapier, about 300m to setup this flexible ship which is great for roaming with Gallente partners or even just solo.

Low-end: Full T1-fitted, untanked Caracal. Extremely cheap, good for gang work. Obviously, someone sneezes at you, and you go boom, but its so cheap, who cares?
Cost-effective: Drake. Crazy tank, good DPS (for a missile boat). I'd put the Harbinger here, if it wasn't for the crazy cost of T2 Heavy Pulses.
Investment: Rigged Tachaddon. I'd cry if I lost that.

Low-End: Bellicose - a black sheep of the minmatar cruisers, has odd bonuses, a rather split weapons system and a good sized drone bay. This ship can be cheap as all hell and makes a good tackler, with 40m3 drone bay it also decent with 5 ecm drones.
Cost-Effective: Cyclone - This ship fits many roles and has a decent active tank bonus, can do all lvl3 missions and some lvl4's, it is reasonable versatile and just all round good fun, the fittings can go through the roof but who cares.
Investment: Claymore - Basically its a cyclone, except it has wonderful resists and a little more resources at its disposal, you can just keep throwing insain amounts of money at this thing and it will still take more if you let it. It also deserves capacitor recharge rigs right from the get go. Mmm...

Low End Anything I have around when the need arises really, must only be able to scram and dish out the hurts. Obvious favourite choice: Thorax, 2nd choice: Caracal
Cost Effective Drake. A really nice ship for pretty much anything. Harder to fit than the Ferox but an estimated 5 bazillion times better. If I ever get around to skill up in Drones then most likely the Myrmiddon and the Domi will take its place though.
Investement Currently planning a pimped-out & rigged-out Rokh... this certainly wont be easy to replace, my wallet already shudders.

dunno... dont pvp whit ships in this range... brutix i guess
investment: dunno.. this is the most used for me and allso its not a huge ammount of my isk.. so i can replace a few :P
Astarte and deimos... tho i use astarte atm 99% of my pvp in empire and allso 0.0 solo/ganged
