cost-effective: raven. it is incredible how many level 4 missions can you do with just 150 million isk.
investment: sleipnir. a damm ugly and deadly ship.

Low-end: Kestrel or the Caracal. Everyone say it sucks (the Caracal), but it's the ship i've had all my solo kills in so i can't help liking it It eats frigates, all kinds of t1 and t2 frigates, very quick.
Cost-effective: Drake. Even with low-end t1 fittings it has a very efficient passive tank perfect for all kinds of rats or missions. As for PvP, it has tanked all gank attempts so far, except for a blasterthron and hurricane group. I have not yet tried it in solo PvP.
High-end: Ishtar, with good fittings it's godly. I have only flown it a few times yet though.

imho a sleipnir is more of an investment
Oh thats a simple thing to answer, the sleipnir is awesome at dps however the claymore has better resists, also for a sleipnir you get an extra low slot but I far prefer the extra medium slot that the claymore gets. Basically each to his own, I like claymore you like sleipnir, I like mushrooms, you like tofu... Whatever rocks your boat realy. but for dps sleipnir, tank is claymore.
Oh and one more point, when I want to I can easily fit 3 gang modules and thats always a good thing. So yes INVESTMENT: CLAYMORE

Low-end: Myrmidon or Hurricane because it's fully insurable, and you don't need to spend a lot to get a good ship.
Cost-effective: Dominix, 'nough said 
Investment: Eos or Sleipnirs...and Vagabonds even more so, mostly because of faction fittings. Megathrons are cheap because they're fully insurable. _______________________________________________

Low-end: Stabber - awesome in small gangs, and for easy solo work. Once loaded with t2 guns, and a t2 gyro in low, becomes a very evil ship.
Cost-effective: Hurricane - Awesome armor tank, and packs 1 hell of a punch. With a full t2 setup, can tank and tackle in gangs. Great solo also, if loaded with 2 medium NOS. Plus its insurance isnt sky high :)
Investment: My faction / rigged vagabond. Cost me a lot for the ship, the mods and the rigs. Plus no insurance payout. However, its by far my fave ship in game, for solo work and looking at - damn sexy.

cost effective, anything insurable (up to and including BS) with a tech 2 fitting really, or an inexpensive set up ceptor
investment, faction fitted zealot or absolution. however, my last 'investment' of this type had an accident recently and hasnt been replaced

Low End: Coercer w/ Dual Beam II's and Warp Disruptor. Most fun low-cost gang ship I have flown. Since I am very new, and don't solo PvP (and lose often when caught alone), gang work is all I really have to judge.
Cost-Effective: Maller. Fitted right (3 Small T2 Beams, 2 Medium T2 pulses, DuraMaller Tank with Active Hardeners) can and does do very well through level 2 Missions (farthest I've done so far) and in 0.0 Belt Ratting. Solid, dependable and I think very aetheticly pleasing....but very weak 1vs1 PvP. Gang PvP is fun though, with a very different setup.
Looking to get trained up for Assault Frigates though, excited about that, and they cost about the same (for the ship at least) as a Maller.
Investment: Don't have one yet, honestly. Currently only flying Mallers (PvE) and Coercers (gangs) and working on AF's (for both uses). But I have flown an Prophesy once, liked it alot but lost is quick due to ignorance, so for now I suppose that would be it, likely set up as an even tougher/more durable Maller with a bit more firepower.

low: ares/ranis, T2 guns & REP, named rest. Hardly ever lose them.
mid: EW cruisers amarr/gallente, still pretty cheep but they pop easily.
high: Snipe Hyperion, I use the hyperion because I can fit 3 tracking comps and 2 SB's in the mids to give me the range I need with good named 425mm rails. The Throns Mids limit range a little using named T1.
damn cant wait till I have skills for T2 though it's still a while away... ---------------------- Rank: Tech 1 and a 1/2 cannon fodder

Low-end: My punisher fitted with second or third best named gear, maybe a tech 2 SAR
Cost-effective: Prophecy, simply put, I love the tank for missions and plexes, and even showing off to corp mates.
Investment: The punisher I've got fitted with faction, tech 2 and best-named gear, how I love it : )

Low-end: T1 Stabber - Easy to set up, make money if you lose it, and it's a nice large tackler that'll get overlooked in favor of other ships such as inty's, af's, or other cruisers.
Cost-effective: Hurricane for the same reason's OP stated (massive damage+good tank)
Investment: Rapier - Fully T2 Fitted and ready to rock and roll (Domi Webs, Domi Scram, T2 Extender, Invuln Field II...etc) this baby will set you back more than you care to wish about. Oh, and there's the fact that u'll get maybe 15 back in insurance makes it dangerous to play with. _______________________________________________

Low Cost: In my spare time I buy Rifters and fit them to be death-dealing dreamboats. Buy 10 for half the price of even a stabber, and fit them with the standard pvp stuff. Webber, Scrambler, target painter, 2 250's, 2 standard launchers, and prefereably a T2 tank. It survived an attack by 5 acolyte 1's in lowsec once, while killing a well equipped Retriever. 50 million isk of damage to him, for very little investment on my part. He had me at 50% structure because of my crappy skills, but pretty good if you ask me.
Cost Effective: It's been said. Battlecruisers are the way to go when it comes to cost efficiency. They have good tanks, good damage, versatility, and moderate pricing. Cyclone is still my current favorite, because I just haven't had time to try out the slightly more expensive Hurricane. I hear good things though.
Investment: I won't fly a ship that I can't afford to replace anymore, therefore they all fit into the cost effective category or lower.

Low end: Ishkur, Wolf, Claw, Taranis. All great small ships. Of the four I have to say I love my Ishkur to death, fighting outside web range and still dealing 100+ dps with a frig is wondeful.
cost-efective: Hurricane, Crow. Both glorious solo piracy ships, the hurricane can deal with higher-end threats but the crow can escape camps.
investment: Rigged dominix. 600dps and a sustainable tank that can resist multiple gank-a-throns. I've taken out small gatecamps solo in this thing (and I'm -10 so I didn't have sentries on my side). It set my wallet back a huge amount though, I'd cry if I lost it. Also getting a vagabond soon, so we'll see how that beauty works. Hurricane damage with ceptor speed and ishkur range... sounds like a combination of all my favorite ships... but again, I'd cry if I lost one (huge investment) ----

Low End: Arbitrator, rigged or non-rigged, good for small gang and solo for its TDs and decent drone damage
Cost-Effective: Myrmidon with gang setup or a Curse, properly fitted with rigs, depending on the purpose
Investment: A properly fitted (with t2 at the lowest) and rigged sleipnir or damnation, again, depending on the purpose

Since the op didn't specifically say combat ships only ... here's my picks for Low/Mid/High cost Miner/Hauler/Fighter for Gallente Pilots.
Low End: Miner - Thorax (T2 Miners and Drones) Hauler - Iteron V (T2 AB, SB, SBA, Extender & Cap Recharger) Fighter - Ishkur (T2 Everything. EXCELLENT ship!)
Mid Range: Miner - Covetor (T2 Strips & Drones) Hauler - Occator (Expander II's + Cargo Rigs) Fighter - Hyperion (T2 Fittings + Rigs)
Investment: Miner - Hulk (T2 Strips/Crystals/Drones + Full Faction Kit + Implants) Hauler - Obelisk (Go BIG or stay home!) Fighter - Thanatos (And Implants)(Cheaper than a Nyx!) __________

It depends what you take as low-end and what not.
Low-End: Stiletto - best tackler. Cheap and effective.
Cost-Effective: Nanophoon 300m-ish, if you know how to pilot it, you can make it's worth back at least 2-3 times in 1 day of pvping.
Investment, from my shipline: 1 billion - Nano Nightmare (epeen really) 700m - Vagabond 600m - Huginn
And as someone put it so well "Don't pimp slow ships", if your pimping doesn't give you a good enough ability to disengage when you are getting blobbed to death, you will just make good loot to whoever blobs you first.
Ofcourse, I kinda like faction tanks out of slow ships, since you can most of the time get back to the gate, deaggro and jump, but I personally don't factionfit/pimp any of my ships with which I fight in webrange - standard t2 suffices there.

Low end - Probably a Caracal
Cost effective - My Nighthawk, simply because of it's survivability and not so much the price...basically it's cost effective because I haven't lost one yet *knocks on wood*
Investment - I will be getting a Curse soon which I will probably end up spending a ton of money on, but at least it's a great ship

Cost-effective: Brutix, domi; they're insurable, but mods can be expensive.
Investment: Arazu, so sexeh, but not something that I can risk losing all the time, you have to fly them safe... at least I have to.

Low: Definantly my tech 2 Taranis. All in all costs about 20 mil. I pop the damn things like candy. But they are so much fun.
Cost-effective: Dominix. Hands down. 50 mil for ship. Can be as cheap as another 10 for fittings. And you can fit some set ups that really surprise people at times. 
Investment: Astarte. Slowly trying to save the money for another one of these things. Lost my last one charging screaming into a gate camp of about 8 guys trying desperatly to save a friends hauler. Took out 4 and a half of them before they took me down. Sweet ship but dear god is it expensive.
