What's wrong with it? I see people flying it successfully in kite setups and brawler setups.
CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.

They work much better outside of a pos, but that's only as far as the rumor goes.

You answered the question for me. JK'ing.
Well its bonus'ed to Armor & AC's. Medium AC's are **** we all kinda know that. Doesnt have enough PG to fit 425mm's and 800mm plate.
I guess the obvious thing is that it needs more PG, maybe toss in a utility slot, with a buff to medium AC's it starts to look better.
In a meta of over sized plates its virtually impossible to fit an oversized plate on it.
Not enough PG to fit 650mm's and switch it to a shield tank either.

Thing is, if they give all ships enough fitting to comfortably fit the largest in class guns with a full-size tank and prop mod of choice, there will no longer be this magic thing that makes the game and ship fitting interesting - choices and compromises.
Medium autocannons need adjustment before any ship specific stuff comes into play.

dual prop setup is pretty cool
even a full dps xlasb setup is pretty effective and slippery
problem isnt the hull but mediums ac that need a little touch up
but thats pretty tricky because it gets very powerfull very quickly
