So...Just to point out the elephant in this sub-forum...
Did anyone ever actually figure out why the "GM Response On Bumping" thread is still stickied - given that it was locked almost a full year ago with a giant disclaimer at the top that it was 3 years old even then and

I mean as far as I can tell it still *does* represent CCP's stance on the issue - I'm not aware of anybody being banned for bumping... But it has that giant disclaimer at the top...

They locked it some time before they announced that they are internally thinking about bumping especially if used as tackle for big ships. All we know until now is that they try to implement that timer they spoke about at fanfest.
I would actually be surprised if this comes in the near future. They had to abandon features before when they tried to touch the fundamental stuff.

They have waffled back and forth on the limits of "allowable" bumping forever...
I personally kind of feel like while they don't want CODE. claiming miner-bumping is CCP approved they also want to reduce petition traffic from it by indicating that it is allowed....
And if that is their reasoning then I get it...
But I'm not sure it even accomplishes that goal with the big disclaimers all over it - though I can't be sure since I obviously don't have access to the number of petitions filed about bumping.

You could always report that thread to ISD, making them aware that it seems rather silly that it is still stickied.
And point out to them that they might do something about that fact, possibly after consulting CCP about it. It being a DEV thread.
Just a suggestion. 
Here I used to have a sig of our old Camper in space. Now it is disregarded as being the wrong format.
Looking out the window I see one thing: Nothing wrong with the format of our Camper! Silly CCP......

Well they do have bumping explicitly in the "non-exploit" section here:

Pffft, if you think 28 is a lot you should see my losses in Jita last night
But sure, if CODE.'s "job" is now defined as allowing/encouraging people to go afk with suspect flags shooting depots....and not even to shoot them personally...then "good job"
I doubt you'll convince many miners to join me though....So I guess you fail with everyone else in EVE?
