not necessarily judgemet, it varies depending on the smart-bomb type used.
I've heard there are certain combinations that can give you multiple DDD. I think you need to make it from parts from multiple officer smart bombs and then put the same ones in the hi-slots. Not sure do.
Confirm/deny?

If you mix the recycled materials from 5 different officer smart bombs you would get a special bestower called 'Captain Planet'. You need to figure out which 5 though.

Re: the OP: what kind of Officer SB is it?
It would be a Selynne officer smart bomb. That's what I have right now. Do you recommend a better one? Do different smart bombs offer different magical abilities?
Oh yeah, some of them do Fire damage, others do Electric damage, Explosion or Earth damage.
Umm WTF is earth damage? Do you mean Kinetic?
Uh, ever heard of roleplaying? That's what the Elves (the Gallente, for you squares) in EvE call the damage types.

It works very good to do this but me being noob dont have the special officer smartbomb to do it but if i did i make the iteron cos gallente are french and have magical powers with their eyes.
First reprocess smartbomb then go to jita, buy all tritanium and veldspar, spam local with ransom requests for release of said minerals. When u have attained enough win build your hawler of dewm.

Mids: Drake ofc, We all know Caldari stole Amarr's midslots, greedy conglomorate ********
Low: Vagabond for speed
use wif crystal set for best results, one medium smartbomb in hi. Be careful cos it made from officer stuff it shoots that officer and has a system wide area of effect. Expect to see the ugly Cormack clones flying all about 4-4 anytime now. He instapops everythng but badgers cos badgers only have one mortal enemy and that is the bump ofc. Maybe fit a MWD to uber kamikaze bump badgers to death.

okay, i've crunched the numbers for you ant it looks like an Arty'Stower made from Selene's modified Smartbomb would have a magic rating of 74. not worth it imo.
you can get exactly the same magic rating and much better speed with a Huginn constructed entirely out Domination 10mn MWDs

As far as gangwork, i would also recommend some badger mk2's with 1x Arty in high, medium 2x sensor boosters and the rest damps/ecm and for lowslots gyrostabs
