totally depends on what you are doing. IMO i wouldnt go ratting in a drake, especially if you are new to them and cant fit T2 mods. My current setup is for missions:
HI: 7x HML (named/T2 if possible) 1x Tractor beam
Med: 3x T2 Large Shield extenders 2x mission specific ACTIVE hardeners 1x T2 Shield Recharger
Low: 2x PDS named 2x SPR named
Best to have 4x SPR II's but i havent got the skills needed. The extenders are better than rechargers up until you get to 17000 shield, they will always give you more shield/sec regen if you add them when your shield is below 17000.
If you want to do PvP, you will be best going with a HAM setup, and rats in low-sec, i just wouldnt go there personally, if you do want to then just stick with a PvE setup, and check the local chat CONSTANTLY, also try to keep aligned with somewhere just incase.
BTW, Drakes are PASSIVE, SHIELD, tankers.

In pvp... the Drake can have a very nice passive tank, but typically at the cost of any combat utility. You just get a brick with laughable DPS that contributes little to a fight. That's a complete waste.
To be useful, fit HMs or Jav HAMs (or even AMLs as an antisupport platform) and a whole mass of ewar and sit at range. Or fit a high-resist tank, HAMs and 3 BCS II and, with drones, you can deliver respectable DPS. For solo, you can even use dampers and ECM and attempt to keep your enemy perpetually trying to lock you.
The great advantage of the Drake is the flexibility offered by missiles and those lovely six midslots. Don't just put on the same predictable passive tank - it won't really help you or your gang.

My current gang setup is :
7 HAM T2 Small dim Nos (or anything that fits tbh)
EM hardener T2 Thermal Hardener T2 2 Invul's T2 2 LSE's T2
2 SPR T2 2 BCU T2
3 Purger rigs
5 Percent shield amount and recharge implants
Cap holds up long enough while you killing wot you need to, tank is ok.
Resists with BC lvl 5 sit at 79 84 77 83 i think of the top of my head.
For me it gives a nice mix of tank and damage
But as anything in this game each to his/her own :)

This is my current setup.. I got meh resists but my recharge rate is excellent (152 w/ 10985 shields)

I use three Active hardeners II (invul,therm,and photon) plus 3 LSE II and 3x purger rigs. I also use one SPR II. That covers lvl 4 missions. And, BTW, the fact that a Drake (or any BC) can solo lvl 4s is a remarkable thing. People on the forums act like this is "normal".
If PvP I drop one LSE and and bring a point of scram to the fight. Still Omni tanking.
Question to the crowd. Besides I think the skill is electronics or some basic skill like that, what cap recharge time decreasing skills are there. Yes WU and AWU help fitting, but is it something like power plant operation (but I think that increases powergrid?) Point is my ship is not cap stable with 2 SPR II let alone 4X SPR II.
So to me SPRs are PvE. PvP is about BCS, DCU, and maybe overdrive injectors or inertial stabs to help keep in scram/web/nos range, get DPS up, and help align and run if things are going badly. I'm trying to see the SPR light, but in practice so far they are a little impractical (multible ones anyway). And no, I don't like passive hardeners.
Active tanking a Drake opens up one extra midslot, not that different than dropping one LSE.

This is my setup for LVL4 missions...
Highs: 7x Tech2 Heavy Launchers
Mids: 2x Tech2 Large Shield Extenders 3x Tech2 Shield Resist Amps (passive resist modules)
Lows: 4x Tech2 Shield Power Relays -or- Mix it with BCU's for more DPS.
Rigs: 3x Shield Recharge Rigs
This has solo tanked every single LVL4 I've ran thus far...haven't tried Worlds Collide yet.

After alot of testing, I have found this to be the best setup:
It should be considered a given that you should try to fit tech 2 wherever possible and the best named you can afford in lieu of...
HI: 7 x HML (although I am considering HAMs as I have some Power and CPU to spare on this setup) 1 x whatever (I use a tractor beam or salavager for ratting)
Mid:
3 x Large Shield Extender 2 x Rat Specific Hardeners (or invul if you don't know what you will be facing) 1 x shield recharger
Low:
2 x Shield Power Relay 1 x Power Diagnostic Unit 1 x Ballistic Control System
Rigs: If you want to spend the money get shield rigs
Drones: 5 x t2 drones, damage specific for what you are facing (i usually have hobgoblin IIs in my bay)
PVP Drakes:
Warning: These are meant to catch people off guard, you must know what ships you can and can't fight before trying ships like these. Do not fit your ship this way, get blown up, and complain to me
1)
HI:

20k scram 3 x Damp MWD Booster w/800s
Low:
As many BCS as you can fit, fill the rest of the space with PDUs
Rigs: CCCs
Drones: Webbers

either an armor plate buffer (in which case still fit 1 BCS) or an armor tank
Rigs: if plates, missile damage is good. If armor tank, CCC

a bit slow, but that gives you time to salvage and you don't have to return on small missions (just a few ships)...Oh, don't forget 5 T2 small drones, they usally do all the fighting for me anyway.
