Without proper skills, knowladge of their roles, and significant experience in frigate piloting, the average pilot immediately thinks, "oh, this is just for collecting/fun/splurging/prestige/etc etc."
For example, the Dramiel.
-=-- The roll of this frig is as a heavy damage dealer/anti-tackle; *not* tackle. The point of the bonuses is to ultimately give you 6 high slots, with only giving you 5. With perfect matari frigate skill bonuses, those 2 rails = 3 with the fitting reqs of 2. 3 Rails, 3 launchers.
Scram is hardly necissary given it's role and you aren't fast enough to keep up with t2 frigates. Once you pound on them, they'll just run away. Thus, it's roll as an anti-tackler, especially given the tracking speed of your turrets for those interceptors. You can fit a scram if you want, but you might prefer saving that slot for something else, and letting the true tacklers do the tackling.
The only time you should expect to get kills with this is 1) being a part of a gang/fleet and just helping on damage on the primary or 2) 1 vs 1 against a not-so-intelligent opponent.
Frigs are usually ignored in gang vs gang engagements (don't flame me, I know they get attacked, but rarely are they a primary), so what you want to be doing is chasing/killing off the tacklers who are tying down your mates, so they can warp-out->warp-in when primaried.
You want to tank it so if you are taking damage you have time to brush off the tacklers and warp out. Whether you shield or armor tank it is entirely a personal preference. Passive shield tank works, and armor tank is cool too, freeing up your mids for e-war, or whatever else you want.

Sure, assault frigs are a bit tougher, but you can't say that they pwn faction frigates, especially givin the fact that training assault ships aren't commonly trained to 5. And an interceptor has no chance against most faction frigates. Ofc, all of this depends on the pilots experience and skills.
Also, faction frigs aren't meant to be fit cheap. 3 rigs slots vs 2 is an extra 15-30m in rigs. And the bonuses they recieve combined with this make them extremely comparable to assault frigs. I would also suggest using at least a hybrid faction fitting (tank and ammo, namely.)
It all depends on who goes up against who with what skills in what ships with what fittings, as does every engagement.
Faction frigates are far from useless, and anyone to claim that they are shouldn't be flying them anyways. --- The FAIR MARKET MOVEMENT!
