That and the fact that SEALS, Delta Force, and Green Berets all have separate strategists that determine the goal of the mission at hand. The actual planning of the mission, after being briefed on the objectives, is done by the squad and/or squad leader.

well i get my orders from the big guy and when they have an idea they ask uss to research the location and then perform top secret actions that you nor the media are allwed to know what really goes on.
lets just say in a sence there is servey and plan then we send in the bullet catchers to complete mission. sorry if you are special operative but hey i get my orders then pass down new orders with a plan.

im just a flat out good tactition and a good planer.
and i love my job it make my head real big that im conciderd an important man and i get paid well enough to have a house and a computer so strong i can hook up 4 monitors and with my 4 accounts gank with my personal elite assult team.

Anyways, the original idea by CCP was to do this at the building stage of a ship, so taking out your white crayon and go nuts on your bpc. The original idea also was that you would need to take out 2 things to create one thing, such that your custom ships would actually be <= original ships in most things.
After discussing it during beta with the players (we loved it, but we also loved having pink kestrels with custom drapes and such, so ..) they decided it would really make the whole balance issue something they would not be in control of..
Your idea is short sighted. If you play this game for a few more years you will look back on it and giggle. We honestly do NOT want passive shield tanking blasterthons, apoc layout non amarr ships and ECM ships without high slots..

well the numbers add up but if the DEV team does not want to do all the difficult work to modify ships with a single mod then its as simple as not going to happen.
i dont see how 2 for 1 equats in a math matical esance and i dont think anyone would sac 2 slots for 1.
to give you a simple no number math example.
your heavy slots on (average) is said to = X / by 2 would be X/2 = this number is not far off the mid and low average ammount.
if you continue to let it work 1 for 1 mod then if you sac a low or medium slot to gain a medium or large slot you are left with an amount of power above the ships design so it should come out of cap.
if you place a 15% reduction on cap total then you can explan the power level differance.

Wow. Just wow dood. I've never seen such a horrible lie and I've seen plenty. You claim that Math and Science majors tend to be deficent in language. While, in an essence, that might be true it doesn't keep me (Computer Science Major, Math Minor, Discovery Informatics Minor) from making correctly paragraphed and capitalized posts. You also claim that you're a master tactician for the government. Which amuses me to no end as you've named special forces from different branches of the military. While, I'm no SEAL, the idea that the Navy's special forces and the Army's special forces are being coordinated by the same guy on a tactical level is... Well... Stupid.
Anyway, enough bashing. The on-topic part. Simply enough, your proposed change would mean that some measure of the balance of power would leave CCP's hands. This is a Bad Idea (tm) as they're the ones who are ultimately in charge of balance. Players, naturally, tend to attempt to unbalance the game while the developer's jobs is to keep that balance. Eight low-slot Domi's that can still sport a full rack of Nosses? Not kosher. How about something less obvious? Rifter with 6 mids becoming the most broken tackler ever.
I don't think you quite understand the power a single slot has.
However, I don't think you quite understand how horrible your lies are.
