It has gotten to the point that almost every other ship traveling through 0.0 has some sort of cloaking device, whether it be a t1 frig with a prototype cloak or a covops. I think it should be harder for cloakers, warping to a ss and cloaking should not be an "I win button", and there should be more advantages for a t2 cloak. A 90m t2 covops cloak should give you much more advantage than a 2m t1 prototype.
T1 vs T2
T1 Drawbacks - 200% reduction for chance of being found by scan probes. (Reduces chances drastically, but allows for a determined and skilled prober to find you over time. - Warp systems calibration. ON top of the time required to recalibrate your sensors it should require time to recalibrate your navigation computer. This will make it so that people cant align while cloaked, then warp off almost instantly after uncloaking.
T2 Enhancements. - Ability to use 'ship scanner' and 'cargo scanner' while cloaked. Sadly these mods are pretty much unused, and having knowing what your enemy is using could be of great tactical value.
- No T1 penalties, cannot be found by scan probes, no warp calibration

Cloaks are currently a 'I-win' button for hiding in any system, and like any other thing in game they need a counter.

Just have a good interceptor, so when target jumps in and cloaks ceptor moves nearby and decloaks it. Problem solved.
Problem is that unless you gatecamp 23/7 you wont even see the guy come in. And once hes safespotted he is impossible to find.

0.0 should be dangerous at all times. And when your sitting cloaked in a ss you may aw well be sitting in an npc station, you can log off/on as much as you like and still cant be found, as long at you hit that cloak button as soon as your warp ends your safe. Cloaking needs a counter.

so are you going to demand all NPC stations in eve be removed as well?
Being safe in a station, and being safe in the middle of 0.0 are two completely different things, a cloak should never offer you the same safety as a station ever.

POSes can be found and destroyed.

I'm sorry but thats just the worst argument I ever heard, you want to change cloaks because 0.0 shouldn't be safe for anybody?

Well Its been said many times that everything is supposed to have a counter. And currently being cloaked at a ss in 0.0 is as safe as being docked in an 1.0 empire station. If you warp it would be harder for people to find you, if you just sit there we should be able to, in tiome, find & pod your alts.

With 2 weeks of training and 2m any alt can fit a cloak on his noobship and go park in any system. And in 0.0 wars intel is as powerful as any 50-man gank squad.

Its like having a personal 1.0 npc outpost anywhere you can put a safespot. People used to log to save thier ass, now they just ss and cloak

Personally I think local should only show people that have used it in the last 15 minutes or so. This gives you the choice of guarding everything, keeping track of all your enemies, or accepting some losses.
This isnt particulary about any conflit, rather just pointing out a tactic that is as near to exploit as nanophoons were. The devs nerfed nanophoons because nobody could catch them, and if ccp follows it own example cloaks on non-cloak specialised ships will get nerfed just like nanophoons.
