i am trying to get a fit together for running lvl4 missions in a vindicator so far i have, what else can i fit to this ship to make it suitable for lvl4's, a kronos would be nice but i cannot fly one.

The first thing you need to decide is if you're going to shield or armor tank your Vindicator. Trying to implement both is usually a bad idea as you won't end up with a solid tank of either. Rails are definitely the way to go as there are only a handful of missions where blasters would be more beneficial.
If you opt for a shield tank you'll want a MWD, Pithum C-Type X-Large shield booster, a pair of T2 adaptive invulnerability fields and a 5th module of your choice (cap booster, cap battery, MJD or shield boost amplifier are all options). You'll want 3-4 T2 or Faction magnetic field stabilizers in the lows, 3 T2 tracking enhancers and possibly a T2 damage control.
If you opt for an armor tank you'll want a MWD, 3 T2 range-scripted tracking computers and a cap battery, cap recharger or cap booster. In the lows you'll want a Core X-Type large armor repairer, a T2 energized adaptive nano membrane, a T2 damage control or reactive armor hardener and 3-4 T2 or Faction magnetic field stabilizers. A lot of players also fit a 1600mm armor plate.
Rigs are very much personal preference, but they include: plugging the EM hole for shields, increasing capacitor or a combination of increasing armor and armor repair effectiveness. Once you get comfortable with your fit you may desire to have less EHP in lieu of faster speed, travel and align times.

This is what I use, never had an issue blitzing level 4's with it, you should have four buttons: Guns, Armor rep, Armor rep, and MWD with the ability to run two of them pretty well forever. I get 1499dps with Void loaded
EDIT: Don't snipe with the Vindicator, it'll complete missions but it will be a huge waste of time and isk vs putting blasters on there. The Nightmare makes a phenomenal long range laser ship without sacrificing too much damage if that's what you'd prefer |

Have to completely disagree with blasters for L4 missions. I could list a myriad of reasons why, but the best advice I can give is to try it out for yourself.
I am currently away, traveling through time and will be returning last week.

Poor damage selection and extremely short range (speaking in relative terms) are the biggest reasons why blasters are less than optimal weapons system for the Vindi.
As Arthur points out try it for yourself, because what you like and what you want to fly are the only thing that matters.

You need active tank
For shield one drop armor rig for shield one ...my self usually do not plug em hole in tank but go for term rig and kinetic rig (both t2) than slap invul in mid(faction or up) + dmg ctrl in low that way you get very solid resist in term/kin and explo and usually can go thru most em missions as well(avoid hard ones)
H 8 guns
L 3 magstabs(+1 when you feel the ship) dcu II sig amp II (vindi lock range+ rails don't go well together also extra targets) tracking enhancer / cap mods / drone mods in last two lows even warp speed mods.
M invul shield booster prop mod(afterburner for start to get you to gates rail range cover most of battlefield) tracking comp/cap mods/shield boost amp in last two slots R t2 therm t2 kin warp rig cap rig or we u see fit.
Drones ,faction antimatter ,javelin extra tank and mobile depot in cargo along with prop mods and a like.
Typhoon Fleet Issue SOE skin for the win.
