The United Neopian Federation has begun moving Containment and Relief crews into the Solitude region as a response to the incident on the RP4 Astral Mining Platform in Postouvin. So far, UNF Crews consist of scientists, security personnel, and aid workers. All response crews have been briefed on the possible existence of the Kyonoke prion onboard RP4, and are operating under assumption that such is the situation.
Staging points are in Oerse, Niballe, and Postouvin.
UNF Operational Mandate for the situation is observance of minimum 50km safe distance from the RP4 platform, with prefered 200km distance. At this moment, response is Containment. However should the RP4 Incident prove to be unrelated to Kyonoke in the long term, then Aid and Relief units are on standby with medical provisions and food supplies.
We cannot enforce our safe distance mandate on other capsuleer corporations or alliance, however I do ask that such be observed should any bring their own Containment teams into Postouvin. Stagings in Niballe, and other system chokepoints throughout Solitude are most welcome, and would be appreciated should others join the Solitude Response.

Akrasjel, indeed the same could likely be said for any of the efforts capsuleers and others are putting forth in all four incidents more than likely. Especially the response in Oijanen with how paranoid Caldari State forces can get. But I stand by the decision made thus far. We have no plans to disrupt the task force that Astral Mining has sent. Only to be within accessible range should assistance be required. The situation is still very much liquid and unclear. Extra safeguards and support should be in place in the unfortunate event of further escalation.

As it stands Mr. Mokk, we have no access to any RP4 entrance dock. And even should such become available again, standing orders for UNF crews regardless will be to adhere the stated minimum safe distance. The presence of the Astral Mining security fleet will be left to their own orders, though I would hope that Astral Mining errs on the side of caution with their own ways of accessing the platform, and discerning the true nature of what happened there.
Though I will agree to a certain degree on your statements on capsuleer Vs Conventional logic. |

If people want to truly help, take up positions at every gate leading into the hotzones and pod every single Capsuleer ship that tries to get in or get out.
Once everyone in the system is either dead or the baseline population has determined that the outbreak has run its course, then feel free to go in with humanitarian relief.
Anything more is a dangerous exercise in ego.

Something I had observed in Murttokon; Pilots are coming to these quarantine sites as a part of normal traffic. When they see cans or structures nearby they often shoot at them just to get what is inside.
I recommend placing any supply cans or depots sufficient distance away, off-grid if possible. A moment or two extra in warp may make the difference of these depot fast-response structures surviving to when they are needed.

Sinjin, you seem to think someone's at any point breaching these quarantines. This is not the case. There is no access to any of these quarantined zones for any capsuleers at this point. The only thing people are doing is preparing just in case we gain access in the future, cutting down response times since in all likelihood, if we actually do get called to be involved, it'll be an emergency situation where time is of the essence.
In the case of Muttokon, it also serves as on-site staging for the potential solution you are speaking of. Combat operations and interdiction, if that should prove necessary. Since capsuleers are at this point incapable of breaching quarantines even if they wanted to, it'd serve no purpose at all to start camping those gates. |

Further Crews have been staged at farpoint depots around the Postouvin IV orbital radius. More supplies, ships, and personnel will be brought in when applicable to these in space staging locations, and one of the in system citadels. Smaller depot sets dropped and tagged in Niballe as well with minimal crew staffing until they can be given extra personnel. |

It seems that the owners of the Astrahus citadel in Postouvin that I had based some of my supplies within decided to change its name to RP4 Facility as some form of crude joke. In any case, the supplies are being relocated.

POS Tower and Research Laboratory deployed in Postouvin as a temporary observation post. Individuals wishing to use the location to stage their own supplies and depots may do so without repercussion. POS Tower name is UNF C&R Ops Base. Force Field is disable for the time being, but can and will be instated if necessary.

It seems someone went through Postouvin on a depot hunt and reinforced most of the far deployed UNF C&R mobile depots. I am in the process of resetting them so that they do not enter full vulnerability and to prevent their supplies and personnel from becoming compromised.
It annoys me that some individuals would do so, but the situation could have always been worse. I might not have realized they were in danger of becoming vulnerable.

The UNF is temporarily scaling back its presence in Postouvin, though our volunteer elements will be remaining on standby in close proximity. Assets and baseliner crews will remain on standby in the nearby system of Niballe, as the Ops Base POS tower in Postouvin has been shutdown due to a temporary logistical problem with its maintenance and fueling. This issue should be rectified within the week.

UNF Ops Base tower is back online and operational. The forcefield has been engaged as an unfortunately necessary precaution. Any wishing to use the starbase grid for staging are still welcome to do so, and I ask the any wishing to deploy secure storage within the forcefield radius to privately go through Ms. Brezia to ask for the field resonance.
Once capsuleers are granted access to the SoCT Keepstar in the Postouvin system, the UNF Ops base will likely be unanchored, and staging moved to the SoCT Keepstar and surrounding grids

UNF baseliner research personnel, and their supplies will slowly be relocated in the coming days the H4-RP4 Kyonoke Inquest Center set up by the SoCT. UNF internal security crews will be accompanying them to ensure proper handling of UNF assets during and post-relocation. The UNF C&R Ops Base POS will remain in system until such time as the Kyonoke situation finally subsides.
