What i want to know is what can i expect with this? what should i avoid and what should i know ahead of time?
Rather new to lvl 4's in a raven so i figure better safe then sorry

Cant use T2 stuff so what named should i look for? i will be training for t2 stuff next after i get BS 3.

You will be more or less ok in most missions as long as you use relevant sites to read up before mission to know what is waiting for you. Your setup is quite reasonable altho I would switch boost amplifier for heavy cap injector (will hurt your fittings and you might need to downgrade your NOS), with low skills you use a lot capacitor to tanking and will run dry in approx 1.5 to 2 minutes. Cap injector would make you last approx 4 to 5 minutes depending on the amount of charges you can carry.
You can do them without cap injector also, just with low skills you would have to warp out rather often. Be careful with heavy damage missions (like worlds collide) where wrong sneeze can drop more damage on you than you can handle even with cap injector.

Almost the same as my setup except I currently ditch the 4th hardener and put a CP2 in there (reassessing this though as I might not need it - I also have 3 CCC rigs)
With this setup (and I have very good missiles skills) I can take on most L4 missions. Some like Worlds Collide, Right Hand of Zazz, Vengence, The Assualt, Enemies Abound I would avoid though.
The rest are quite easy. Pirate Invasion doesn't bother me at all. I did Guristas Extravaganza last night and apart from the fact it took 2 hours I had no problems.

Try to get your Cruise skills up to level 4 or 5 , then remove the BCS and put 2 Beta Reactor Controls in lows , and PDS II x3 , along with the CCC Rigs x3 , this gets your cap regen to low 200's , and you will need it . The only lvl 4 atm , that gives me some trouble is WC , i've solo'd all others . Enemies Abound i won't do , just for the faction hits you will take . I'm trying to get my Gallente and Minnie back down to use my Charon in those territories ;) G/L

.... Oh and if you can afford them , get either Gist or Pith Hardeners and Resistance Amps , i mix them , and those coupled with an Invul II work fine .

While insane cap regen helps a lot with tank I do belive that most reasonable way of doing missions is with just right amount tank (it wont need to be even sustainable) to last thru that mission without warping out and rest of your fittings should go for increasing your damage. If you do more damage you can also cut down incoming dps faster and dont actually need to tank as mutch. So in my opinion approx 2 BCU's is minimum reasonable for mission raven. It's ofc subjective 
It is possible to do Worlds Collide and most other 'hard' level 4 missions with enough gank and a bit of tank even on relatively low sp levels assuming well placed skills in regular raven (regular meaning non navy version). Setup I would use to start level 4 missions would be
6x cruise missile / torpedo XL t2/t1 booster, 4x t2/t1 hardeners, 1x heavy cap injector 3x BCU 1x CPU, 1x DCU
CL-5 booster gives same shield boost as T2 XL it's just a bit less efficent with capacitor. Reason for CPU is for missile rigs altho if your tanking skills are not reasonable go for 1x thermal 2x shield boost rigs and replace cpu with something more useful. Thermal bcos it's most common damage type in caldary space (guristas/serpentis/blood do all at least a bit thermal). Torpedoes can make your missions faster but that needs pretty insane skills and/or very expencive setup to pull it off (and at least 1 target painter). With low skills you might be unable to break 'vegenance' endboss tank unless you can send your drones 50 km out. If you go for torpedos you will need also good drone skills.

Thats a solid setup. For easy missions you can replace one of the hardeners with a target painter to do more damage against cruisers.
But dont expect to wtfpwn missions though, stay far away from the tougher ones (Enemy Abound, World Collide and some more). And as soon as you can afford one, buy a gisti xlarge shield booster (pick the B-type or even C-type cause they arent so expensive).

im planning on a simular setup. tho instead of the 4th hardener i was thinking about a cap charger II and maybe 3 ccc rigs, as having a perma tank eventually sounds nice :P or atleast one that runs a long time

Once you have a couple of lvl 4 missions under your belt you should be able to start to afford to buy a few faction mods for your ship. A good, almost starter lvl Raven setup is something like this-
Highs 3 x Arb Torp 3 x Arb Cruise 1 x Tractor Beam 1 x Heavy dim Nos
Meds True Sansha Cap recharger XL shield booster T1 Shield boost amp 2 x T1 Specific Shield hardeners 1 x Invul field
Lows 3 x Mk1 PDU 2 x BCU
When you get the right skills trained and more isk, replace all none weapon mods apart from tractor beam and heavy dim nos with T2/faction mods.

1) I favor pairing the XL shield booster with a heavy cap booster, especially if you haven't capped your capacitor efficiency skills. Also, if you can manage enough money for a Domination XL Shield Booster, I'd recommend doing so; this will give you all of the effectiveness of a T2 shield booster (same repair rate as the C5-L, but more efficient). If money is tight, I'd suggest making training for the T2 shield booster a priority.
2) I always had trouble making efficient use of the heavy nos on my Raven due to my targets orbitting out of range, and with the cap booster they became irrelevant anyway. Your mileage may vary. (I mounted a named 425mm Rail and a tractor beam instead.)
3) I also recommend a Damage Control System (II if possible; not to difficult to train for). The bonus to shield resists is a solid help, and the bonuses to armor and hull resists give you a nice safety margin if things go bad.
4) Consider joining a corp; running missions in small teams makes high-level missions much more quick and safe, especially until you get your battleship skills up. In particular, you may find that missions against certain opponents are difficult without an armor-tanking partner to assist you. It's also nice to have company.
