Dragons of Redemption did this in the not-too-distant-past. There's only one way to properly do this, and unfortunately, that's the rax.
We had about 10 or 12 entrants for the competition, and while there were some interesting ideas (nano...moa?!? Sentry drones?!?)... in the end, the last two standing were both Rax pilots. And the one with two 1600mm plates won.
So, yeah, Rax, with 2x 1600mm plates, and frig sized weapons. You won't lose. You may not be able to do enough damage to win, but at worst you'll stalemate.

Thorax: Small guns, T2 Valks, 1600mm plate, 800mm plate, explosive hardener, eanm, small repper (or a dcu)...and standard medslots. I don't see a rule that prevents you from fitting a tracking disruptor, so go for it 
That setup beats every cruiser in game, and can give some T2 cruisers a run for their money...I know it's a weird setup, but IT WORKS!

As I fly three different races the selection of suitable cruisers is... amazing.
Think your opponent likes to get close? Arbitrator/Vexor. Keep those drones docked until the guy tries to get out of NOS/Neut range. Keep him webbed then drone him to death.
He running a missile boat? Get one of your own; Caracal. Or tank it; Maller/Rupture
Can you keep range on the guy? Stabber w/ 650mm arties & inertial stabs.
In this fight where the range can be chosen out to 50km you're going to see a lot of missile cruisers since turret setups would have many more problems dealing with all of the range changes.

if you really wont to win them all here is the setup will beat most cruisers 1on1 unless they go like 2k
this is a rax setup and it aint cheap
5 ion blasters
mwd
web
scram
small armor rep
800mm plate II
3x mag stab
2 PG rigs
1 tri mark armor pump
over 7k armor (depending on skills)
as i said it aint cheap and many people wont think its worth it for a rax.

not the most realistic setup, and i cant say ive tried this t1 version but i can say a t2 module rigged version will perma tank sentries at 75% shield and tanks most battleships. just wait for them to get bored and come into range, then hope to wear them down

Switch the T2 for un-named T1 and take off the rigs, the scram isn't needed either, does it still work?
Remember the tournament rules, it becomes habit to think in T2 and set-up that have no chance in T1 can actually work in those terms - but they can't be used in this tournament.

Awsome thread.
Im not sure Shayla whether your corp has to pick one specific cruiser for the entire tourney. But if you knoiw what you'll be fighting.
This will be nice against any speed ships.
Maller with a nice tank.
5 Medium (best named) pulse lasers. with selection of all crystals.
Tracking comp.
With best skills can hit anything. even a speed stabber orbiting fast at 15km.

Everyone picks a ship of their choice and fits it. Fights are 1v1 arranged by the organizer. We get to watch other fights, but we don't get to refit or find a new ship.
I was actually thinking a plated AC rupture would beat the ****zles out of a Thorax if it just killed the valks first. Web, stay around 8-ish km and slowly pwn it...
