Check the maps and see how few peeps live down there. Even during prime the blobs are tiny. 
Oh and on the subject of zyd, et al pricing...thank the drones. A week of "mining" Drone Queens, Controllers, etc will easily yield 300k+ of zyd (couple of hours a night without breaking a sweat). You know something is borked when folks get excited over finding NPC haulers full of Trit and Mex!! 
It's the void that ASCN left behind there after folding. Back in the days AZN always had a decent ammount of people in local, atm it's a ghosttown.
As for OP, What's the use of having Ark roids if you can't mine them cause you're involved in constant warfare?
The south does have better roids but they also have Angels with their hard hitting Machariels and crappy officer/faction spawnrate.
The north has their Dread Guristas but also the crappy roids.
The east has Fountain and Delve with their plenty of plexes, but they also have BoB, which i think is the biggest flaw in the game atm.
The west, Never been there really, Goons and RA be there..
New Regions got their BS's with the Morphite/Zydrine drops.. but ratting there is just pure hell, no Bounty, must have a hauler character to haul the drops. And after getting the **** to station you must refine it and then try and sell it.. cause tbh.. trying to sell Zyd in a Zyd riche area is impossible.
All regions have their Pro's and Con's.. some maybe more then others but in the end it's all better then empire.. cause in empire the biggest spawns you see are BC's (in low sec that is) and if you're in low sec you got pirates  YARR!! and for mining... you can mine giant secure cans maybe..
We must be glad we're in 0.0 and got a chance to get an officer spawn, and got the abbility to mine high-ends and to get BS spawns.
