They are listed under Captial Ships in every CCP documentation you can find.
They take Cap Components to build.
They cost as much as other teir 1 Cap Ships to build.
Their blueprint's build, copy, etc times are all similar to other Cap Ships
No they don't take the Capital Ship skill to fly, call them Level 0 Cap Ships, then. But Cap Ships they are.

And minmatar ships are made of old car parts, does that make them vintage cars too?
But I do agree, freighters are cap ships, and the obelisk is sexy
