I had this many times and always refunded, except for one occasion. I got a convo out of the blue and I was called scammer and fraud. When I told him to hold his horses and explain what was going on, he kept screaming and yelling about his ISK and that I had tricked him in the market.
I looked at the overview and he had bought an Ogre Drone for 20 million ISK or something. Its not much ISK to me, so I almost overlooked it.
I felt quite offended really by being called scammer and fraud and I explained to him that scamming through the market is nearly impossible, that he has entered a wrong value or someting in buying of the Ogre. I had them for sale for 14K ISK or something, there were still about 500 on the sellorder.
About fifteen minutes of conversation occured in which he kept offending me, and threatening ,whilst I only tried to calm him down and explain to him what he could have done wrong.
It was the one time that I had something like: convo closed, block on, read the f**king manual next time. He didn't get his ISK back.

Convo him and tell him you're the one with your isk, and that you won't be giving it back. See how he reacts. THEN, make your decision.

I'd say it would depend on how you see your Toon. Is he a fair and honest trader, or is he a Caldarian businessman...
I see myself as a fair trader, not really a shark. As you have done, I'd look his info up see if he's a newb or a seasoned dude. Noobs I might convo and have a chat with, where as an old toon like this I would wait to see if he convo's me.
Old hands like this should know the system, and if they fall it's either cause they try to 'scam' or is to 'tired'. If it's the former he doesnt deserve a reimbursement, if it's the latter well if he wants his Isk'ies back then he can Convo and we'll chat about it.
The OP have set up a fair trade, so it's not his fault that it happened. Wich in my book makes it the buyers perogative to make contact.
It's interesting to see how many people would pay it back. well for most of us 100m isnt that much, but still Isk'ies is Isk'ies.
Personally I'd never return cash to anyone (that isnt a friend=) unless they convo me, and convince me to do it. May sound harsh, many might say but it's a game! And that's exactly why I wont do it per default, I almost always do it when people convo me and we have a chat.
It's one of the things, that makes this game unique for me. All the banter, communication, and chit/chat. I've not really seen it anywhere else.
That coupled with a Cuttthroat market place, makes this the natural way for me to handle these kind of situations.

I had someone place a buy order for 30mill by accident instead of 3mill.
I returned the extra isk to the guy after he evemailed me and took a very small percentage for 'a lesson learned'. He mailed me back saying how grateful he was that he at least got something back

If he asked nicely I would give him the excess money back. If he was a jerk about it I would let him learn game mechanics the hard way.

well i am happy to hear that your feeling sorry for him. you should atleast check who it is and see if its a newer player you should atleast give some back, since its a hell lot of isk for a player 1 year or under.
personally i wouldn't have been setting the orders up like that, i think there should be a mechanic stopping people from these types of misuse on mechanics, its unrealistic and game destroying...
besides, in a game where cursing at another player can get you banned, i find it wierd that your at the same time alot to do whatever you can to **** people off as long as you don't use words :S
this is maybe not the best mentality to give people...
the whole idea with people beeing free to do anything without risk kind of ****s it up for newer gamers and older for that matter.
when people need help with missions etc, there is NON to get, why?!
because the properbillity of beeing killed.
i like freedom, but this have just taken overhand, and you need to stop this childish beheaviour of "do what the **** i want, i don't care **** about any one.. DOHH."

wasn't a scammer, was someone trying to use the market to transfer funds between characters when one is a trial. They are trying to circumvent game mechanics and deserve no mercy whatsoever.

I had this happen to me. The person evemailed me. I refunded the isk and in return got a VERY valuable set of trading tips and some extra ISK as well.
Someone earlier said that the lesson is worth more than the ISK. In my case it went the other way. Returning the ISK resulted in a great set of lessons. :)
