No capitals in high sec except the freighters. Cyno fields can't be created there. Some capitals are stuck in high sec because they used to be allowed there, but they are rare.

jumpdrives only so you cant fly them in high sec. unless you manages to but the vealdnought that is Playing minmatar is "like going down a flight of stairs in a office chair firing an Uzi". |

Unless you're very special then no you can't fly a dread in high-sec (there's only one left there).
Cap ships can only use jumpdrives. If you don't know this then you are unlikely to be in a position to fly them and don't really need to ask the question

You sure theres only one dread left in hisec? I know theres a few carriers atleast.

I think one day Chribba needs to fit out his dread with guns and a siege mod and a few target painters and try to instapop someones faction battleship outside of the Amarr station.
He'll get jammed probably, but not before the guns shoot a volley.  ----------- Amarr- If you like to handicap yourself before the fight begins, then we may accomodate your needs surprisingly well. |

Technically speaking they are not stuck. You can jump out, but there is no going back.

Dreads can't be jammed while in siege mode, but I do not know if CONCORD is using some sort of hack to jam literally everything. I do remember a post by Oveur from quite some time ago that he tried that on the testserver. Dreads use jumpdrive, they cannot use stargates

Concord nosses you to death nowdays, takes a few seconds and your cap is gone. So death is certain nowdays while a few weeks back you could permatank them.
And I doubt I will ever put guns on my dread and start poppin' ships, those mining beams seems to have glued stuck

They still can be built in highsec if you have a capital ship array (or whatever that thing is called) anchored at your pos before revelation patch. You can fly around with it in that system after it has been built.

I've seen two dreads shooting each other in a high sec system, so I know that there's at least three.

In general, Carriers, Moms, Dreads and Titans have free reign over .4 and below space. The exceptions listed above do apply. Freighters can go anywhere.

People/corps with 8.0+ standing with the controlling power in hisec can setup a POS capable of constructing capital ships in hisec. But they can't use the gates and once they cyno out they cannot return. There's a corporation with a POS in Aramachi who builds Dreads to order, I know that much.

Afaik
- You cannot anchor a capital ship yard in 0.5 or higher.. the only way to have one is to have it anchored before these rules were changed. - You cannot create a cyno field in 0.5 or higher.. hence you cannot move your jump drive only ship to a high sec system.. you can obviously jump out of a high sec system. - Using a sieged dread in high sec to commit piracy is kinda considered an exploit and will result in CCPordoken. Using them in wars is however allowed :), and you can of course pew pew pwn roids with them. - On the test server you can easily tank concord in a sieged dread.. you can even logoffski and survive.. you will be jammed etc so only your drones can do dmg, but they will be popped quickly (even in a moros). - There are still people who can build capital ships in their high sec posses and who continue to build them and sell them. - A freighter is a capital ship, but only in name and in certain building blocks, it acts as any other ship otherwise (built at normal stations, using jump gates etc).
So there.. of course.. what do I know..
