Lets see what we can do to counter that, shall we?
Have smartbombs. Have FoF missiles. Have a capacitor booster. Have drones. Jump/dock. Be faster. Have sensor boosters.
Now lets see what the dampening ships would do:
Smartbombs - Curse will drain your capacitor so you will not be able to use them unless you have a cap booster. These days only BC/CS/BS have cap boosters fitted. Smartbombs are useless in most combat situations compared to guns/launchers/nos. You would still not be able to escape the dampener. Lanchesis/Huginn still have their guns/launchers.
FoF missiles - a Curse would have serious problems taking down its target because of drone loss. A Huginn would still have its weapons, a Lanchesis too. Missiles in general do weak damage but they would give the target at least some chance to survive if the dampener is solo.
Drones - they would either get outrun or destroyed widouth any problems.
Jumping/docking - it would work if you are close to a gate/station. If your say, 15km away you have a slim chance because: a Curse would nos you dry so speed mods wont work, Huginn would web you, you might get away from a Lanchesis. Problem is that those ships are very fast and could bump you away if they have skilled pilots (you cant lock them fast enough to use it to your advantage).
Speed - if your fast enough you can get under the damps range but the dampening ships will either nos you (Curse), web you (Huginn), go away (Lanchesis).
Sensorboosters - I was in a sensor boosting raven a few times and a Curse damped me under scram range so I guess it dosent work?
Best solution would be to give them a bigger stacking penalty imho, so that at least a BC/CS can lock at around 26km when someone has 3 damps on it.
Actually a curse has about 200 dps with drones. Your average carebear BS has 20-30k hitpoint buffer, almost all ships make it back to the gate...
