You misread.
There's a difference between being able to talk to a dev or such and being able to get a dev to do something outside of petition.
They are allowed to have MSN contacts if they're friends, but the devs are not allowed to do things through that avenue - no special favors, no getting someone banned, no getting someone fired.

You misread.

No company has the authority to tell its employees they cannot be friends with someone that might play their game, because people know what risks they'd be taking to help their friends, and lets face it, no friend will ever ask someone to put their job on the line to cheat for them. IMO, someone who asks a 'dev friend' to do something, is using them and the 'friendship'.

Any IT department worth its salt can see any and everything going on on your computer, including being able to pull up your desktop and watch your actions in real-time. The hardcore IT-regulated companies log every single thing that goes on on every company computer.
And more importantly, any and everything done on those computers, is company property and responsibility. This is the case in the US, which means it is the case for CCP now that they are merged with WW. I'd imagine the EU and other countries have similiar laws.

If he's guilty, unless he gives CCP his ok, which nobody every does, they are not allowed to publicize his punishment. CCP is privately owned, the only people who would have to be given any type of disclosure are the private investors.

As far as releaseing what punishments are handed out they as a company do not have to release that information to you. Nomatter how much people kick and scream a member of a company even an ex member is entiteled to certain rights protecting them.
I truely do believe CCP is trying their best to give us the game we have come to love. But noone should be allowed to cheat in any way and those who do should be dealt with harshly and swiftly nomatter who you are.
As far as cerdibility CCP still has it but the T20 incident has put a black spot on it to be sure.
Now im half asleep and my mind is drifting so I apoligize for the randomness to many thoughts crossing my mind at once and not completely clearly.
