Hey everyone. Fairly new to the game. I'm currently skilling my way to the Pilgrim for its generally awesome solo potential, but for now I've got a lowly Arbitrator. I'm interested in hearing from some people that fly this ship regularly for PvE and solo or small group PvP. Any advice on fitting or basic fitting principles and strategies will be welcome.

I don't use one for PVP, but I use one for L2 and 3/10 running.
highs 1x Drone Link Augmentor I 2x Heavy Anode Particle Stream I 1x 'Arbalest' Assault Missile Launcher
mids 2x Cap Recharger II 2x Eutetic I Capacitor Charge Array (you may want to fit an afterburner on one of the slots, I don't use one personally)
lows 1x Heat Sink II 1x N-Type Thermic Hardener I 1x N-Type EM Hardener I (swap these out for whatever rats you may be fighting) 1x Medium 'Accomodation' Vestment Reconstructor I (this might be a little pricey if you're new, so just use whatever armor rep fits on your ship)
drones 2x Hammerhead II 3x Hobgoblin II
It's not the best thing in the world, but it gets the job done. I'm assuming you mean strategies for PVP usage which I can't help you with (There's not much strategy for PVE with it besides shooting rats to gain aggro, and sic your drones on them). |

The Arbitrator can make a cheap but very useful addition to a PVP fleet, if you have TD's fitted. |

Thats because it is a baby Pilgrim. Typical Pilgrim tactics, get close and orbit 500, scram and web, neut/nos until drones finish off the target. Rather low-skilled, its an excellent ship.
For a more Pilgrim-centric setup, switch two of the Small neuts into Nos, drop an Enam and put a medium armor rep on.

Arbitrator can do well solo as well as in a fleet. In a fleet, you should aim for either pure TD (MWD and 3 TDs) or a mix of TDs and neuts, kinda depends on what fleet size you're in and what you'll be up against. Three bonused TDs can nullify a staggering amount of DPS which your fleet will be quite grateful for.
Solo wise you can use one or two TDs, some neuts and use it as a cheap Pilgrim. For solo/small gang something like:

Light Neutron Blaster II, Caldari Navy Antimatter Charge S Light Neutron Blaster II, Caldari Navy Antimatter Charge S Standard Missile Launcher II, Bloodclaw Fury Light Missile Small Energy Neutralizer II
Medium Trimark Armor Pump I Medium Trimark Armor Pump I Medium Trimark Armor Pump I
Hammerhead II x5
Swap out highs for neuts and the second TD for cap booster as you prefer.
Fleet wise you'll probably be using three TDs and staying at range, so either ranged guns or fit guns to kill enemy drones. |

You can also nano one...
2x small highest tier beam/artillery 1x assault launcher or HML (I prefer the AML since your highs do **** damage anyway) 1x medium neut
1x large extender 1x y-t mwd 1x WD2 1x TD2(optimal script usually)
2x nano or 1x nano/1x overdrive 1x dc2 1x cap relay
The rigs can be ccc/poly/extender or a mixture of the three.
It isn't exactly a gank machine, but it will kill most/all of the cookie cutter cruiser setups. I like to grab this when I hear about an AF gang in the area.
