It's actually about 1100 with Hail L and Ogre II's. As for a good tank doing that, it's very rare except on command ships and some of the more sickening passive BC shield tanks (and BC passive tanking is getting nerfed in the next patch).

First off, the maelstrom has the same base range as the tempest - a little more, actually, since it can fit 800's on a realistic setup and the 'pest can't. Secondly, the maelstrom can always sic its drones on the tempest's drones, and the maelstrom has a larger dronebay to work with. Furthermore, at 25km the tempest will be lucky to do 400 DPS at that range, and its tank is significantly weaker than the maelstrom's. Also, at 25km, two tracking disruptors will do exactly jack to a maelstrom - TD's don't reduce AC range much (falloff ftw), and, at 25km, it's far enough away that the tempest simply won't have enough speed to overrun AC tracking, even with two disruptors. Add to that the fact that the maelstrom can maneuver to maximize its tracking efficiency and that the damage types barrage inflicts are very weak against shields and strong against armor, and things aren't looking good for the tempest.
P.S. The maelstrom does 700-ish DPS with barrage.
P.P.S. This isn't to say that the tempest sucks - just that in a 1-v-1 AC fight the mael has a significant advantage. The tempest is actually an excellent ship - its mobility is excellent, and its ability to wax smaller ships is second to none. My tempests' record vs. curses, for instance is something like 5 kills to 1 stalemate. That said, the tempest often has difficulty breaking post-Revelations battleship tanks, especially if the ships in question are shield-tanked and running invulns.
Personally, I'd go maelstrom for killing BS, tempest for killing cruiser and and under, and both equally for killing BC.
