Actually, it IS a measure of electric motor power particularly in scale remote control vehicles.
Never heard of it in relation to EVE though.

So, if you are in lowsec or 0.0 and want to engage in combat with somebody, you must first take your turn. Target your opponent and activate one module. Then signal the end of your turn in local.
Your opponent will then target you and activate one module and signal the end of their turn. You may now continue on to your 2nd turn.

A turn is when you cease moving in a straight line and instead start heading to the right or, possibly, the left, although Derek Zoolander would probably advise against turning left (but don't mind him; he's just jealous of your left-turning abilities).
