I would prefer a stacking penalty. The 1-2 nos setups are not the problem. The 3-6 ones are. Make it not viable to fit more than 2-3 under any circumstances and it will cease to be a problem without having to break something else such as BS vs frig.

The problem with that is again for multiple smaller ships vs a big ships scenarios, especially vs capitals.
Unless you manage to make it a stacking penality which is does not count for the nosses on the target (unlike hw for example EW works) but on the nosses on the ships which is using them.

Great post, and give some special bonus to Amarr recons so they can fit 4 of those. While 1-2 nosfs on fit on regular ships would be barely affected.
As for nosf vs capitals...if you fly cap ship solo, its only your own choise and thus you agree to be under risk of getting nossed and ganked. Cap ships arent meant for any kind of operation that would even remind about solo.

The change towards Nosferatu is no longer in the patch notes. :)
