Don't think you can delegate fighters in lowsec. But ... you can lock pretty quick if you fit a full rack of sensor boosters...

Also, the guy was popped by Sentries, so there was no need for the drones to fly. But all in all, he probably didn't warp to 0. or really took his time when warping to the next gate...
