At this point, I would think that allowing for a fifth race would be extremely bad for game balance. Jovians are supposed to still be technologically superior, and quite influent on the empire politics. Any newbie Jovian player would be at an extreme advantage compared to players of other races. If that was not the case, then the backstory would be totally screwed and Jovians would just be another race, like everyone else and overhyped.
If Jovian space is ever made accessible to other races, it should be as an empire, only for mission running and under very specific circunstances(high standings with the Jovian Empire, invitations, etc...) Having Jovian ships and technology available is also a possibility, as long as it is very superior to current technology, requires jovian specific maintenance to keep working, and is very hard to be obtained.(should be very, very rare. Only lucky people will ever see one, much less fly one)
Not sure it is worth the effort though... Having the Jovians play a more relevant part in the empires afair though, might be very interesting for the overall stories.

Uhm, no. Jove are Jove, not all races. 15 mill SP is pretty easy really, slightly more than a year's work. (attribute dependant)
If you're bored some time and extract that .stuff files, you may notice that there exist no models for female Jove. One of these days, I intend to make an RP'ing post about that fact and postulate it as a reason for the Jovian withdrawal from the world. If you think about it, that would certainly explain why they decided their genetic manipulations went too far!

what if we could create Jove Characters but were locked in Jove space as we are currently locked out, allow the Jove to build an empire as well, but in their tiny space

Game balance would be a major issue if Jove tech was released to the masses, however, I would be happy just to see some more Jove events occur. Surely they must be getting worried about us capsuleers now that we have titans and stuff. Maybe they could come and destroy an outpost or something :)
