Great idea!
A few things, though:
Afaik, it not possible (anymore) to get a sec status of better then 5.0 (unless that was changed with one of latest patches). So the OP's system needs to be adjusted a bit. I would make the possibilities to hunt easier: Any bounty hunter can hunt in any security rated system which is 5 plus his security status. That would even allow pirates to hunt other pirates in low sec . Only those who have killrights against a pilot, will have the option to place a bounty on that pilot (just rightklick on that player in the killrights category, select bounty, and type in a sum). That would avoid any mishap. Additionally, any pirate (pilots with a negative security status), can get a bounty assigned to them by anybody. For instance up to 10mil times the security status, so someone with -3.2 could get bountied by anyone up to 32 mil ISK.

I agree with the point about insurance being harder to get the lower your sec.
It should also be harder for players with low sec to enter high sec space. In fact if a player has a bounty on their head they should be open to attack without CONCORD intervening.
And a simple way around the problem of getting an alt to pod you to claim the bounty, would be to have sec and faction standing on the account, not on the indiviual character. It would also prevent a priate having an alt to go shopping in highs sec.
It seems a little perverse for CCP to list bounty hunting as a profession and make it impossible, and not list pirate but make it easy. ------ Yes but does it make money? |

the bounty system is like it is because as soon as you could get licenses to kill people in 'safe' space, people would just fly around with cargo scanners until they found a juicy target, throw the minimum bounty on them then and tear them open.
if somebody figured out a way to *****and murder my family using only in-game mechanics, ccp would pat them on the back and declare it a well thought out scam. Although if they swore during the process, they'd almost certainly pick up a ban for that.
its all about priorities.

That's the reason why there should be no unconditional bounty setting. As I proposed above, bounties should only be able to be set by pilots who have killrights to that person in question, or by all against pilots with - let's say - a security status of -1 or worse (just to not endanger "accidental" pirates).

By the way, there is another problem for misuse to be countered: Pilots achieve to get high bounties, and then just get podded by their own alt.
To counter this, we could go back to the licensed bounty hunter. Only pilots with a high standing (+1? +3? +5?) will be able to collect bounties. Plus, they can only do that via a contract: Only someone who has set a bounty can contract a bounty hunter to collect it. And the bounty hunter would get only the bounty set by his contractor, plus - let's say - 10% of the other bounties on that particular pirate he has just podded. Once a bounty was collected, this same contractor has consumed his rights to contract a bounty hunter on this particular pilot.
That would not allow for those massive 100s of millions bounties anymore, but there would be much more opportunity to collect a bounty. There could also be some kind of bounty board, where set bounties are listed together with the (encrypted) name of the bounty setter. The hunter could convo this pilot, and get his ok to hunt the pirate down.
There is still some room for misuse with that, but only for a very limited number and amount.
