First up yes I know everyone knows COSMOS items are useless, but I'll just add my bit to explain why they are ueless. This is based on experience of the Minmatar COSMOS mainly, though I did quickly look at the Gallente as well. This is aimed at the archaelogy items, since at least the skills and items for the hacking items have other uses.
Let's start with the bpc. You have to do a COSMOS mission to get that. You can only do the missions once, and so to get others you'll have to buy them off other players. Generally speaking it's hard to find people selling them, and those that are for sale are generally hugely overpriced.
So now you have the bpc for the item. Time to get the skills to make it. Let's start with the technology skillbook. You find it in COSMOS plexes and exploration. It's a rare drop, and accordingly so it's very expensive to buy on the market (165mil+ for the sleeper tech book). So by now you're spending over a hundrend mil on a book useful for only one thing, and you're using a very limited/expensive collection of blueprints. Still.. it must be easy from here right? Oh and don't forget you need to train survey V and then archaeology. Skills which wont help you in any other field.
Next the parts. Expensive to buy (notice a trend here?), otherwise requiring you to use your archaeology skills for their only use.. hacking cans! Each bpc requires several parts, many of which are rare. And I mean super rare. Take for example sleeper profound research notes. These are required for making the sleeper microwarpdrive. I have never found one of these. I have never seen any for sale. In fact checking the market history I only found one had been sold in the last year. And that went for 50million.
So now you have the skills, the parts, and the bpcs. It's taken you many hours no doubt, and a good 200mil isk to get here. Must all be worth it right? Oh wait.. the cosmos items virtually all suck. They generally have good fitting requirements, but everything else is about on par with middle of the line named. Judging by the time, skills and effort to make them, they should be worth several mil at least. But instead you end up with sub t2 junk, or useless modules (yay! small cosmos hull repair units!). These modules are virtually impossible to sell at all, and certainly impossible to make any profit on.
So basically you spend a couple of hundred mil isk on useless crap, and you get some useless crap at the end of it. And you STILL cannot search contracts for cosmos items. Basically they need to hugely beef up the cosmos items or simply remove them all and save everyones time and effort.

The amarr cosmos items are freaking awesome. The Gallente and Minmatar are a joke. Not sure about caldari. -----

And the COSMOS Large Armor Repairer is actually one of the best ingame.

This should really have been in S&M tbh...
Of course COSMOS is all lame, thats why it should be all cheap...er, no..wait.
All the stuff you need you can also find through exploration so put the bpc's to one side and find the skills, components, etc.
Survey V is 3-5 day skill train time, peanuts really and survey does help you in the field of enemy ship scanning as well as exploration unless im mistaken. Arch is a specialisation skill, but then you choose to train it and its down to luck if you find anything and should pay off in the long run.
If your trying to sell deadspace named/cosmos stuff on the market your doing it wrong. Accumulate it up and sell it in one hit with specifications on the sell forums. There are people who buy this stuff, really, and they are willing to pay...hang in there.

Don't know about the other Gallente BPCs, but the best (of 2 different named ones) of the Tracking Disruptor and Sensor Dampner at least have better stats then the T2 versions ('Investor' Tracking Disruptor and 'Executive' Sensor Dampner) as well as the much lower fitting requirements.
As for what that translates to in value, who knows...

Right. 10mn MWD that needs just 135 grid, totally a joke. So what if it's T1 equivalent, that 15 grid could be the difference between yes MWD and no MWD. And then there's the Executor RSD and Investor TD (Gallente and Minmatar if memory serves), best ones in the game. Now the Cosmos ECM, THOSE are a joke.
Way I see it is, for Cosmos it's fittings first, specs second. You buy cosmos because you're a few CPU/grid short and already have the best of the best of fitting skills and implants, or because you're a regular joe who doesn't want to spend a month on AWU V/eleventy billion isk on max-uberizing implants. -----

If you read my post you would note that the sleeper tech mwd requires sleeper profound research notes. Which is very very very rare. Only one sale appears in the market history and that went for 50mil. As good as the fitting requirements are, that module isn't nearly worth as much as that.
And then look at the hull reps. Best in the game... but who wants small/medium hull reps? Then look at the nanofibre.. about middle of the line t1 named stats. Then look at the projectile weapons, slightly better falloff and fittings. But compared to tech2 their lower optimal and vastly lower damage make them unappealing. Then look at their sensor backups. Omg, same performance as tech2 and slightly better fittings! oh wait.. tech2 is worth 130k and the cosmos item took millions to make. Then look at the cosmos gyro.. good fittings, same damage bonus as tech2.. but the same rof bonus as t1. Making it pretty useless. The cosmos ballistic control is the same as the gyro. Then look at the cosmos rocket launcher.. has middleish named stats.
All the above are various minmatar cosmos items. Also worth noting the hacking items require decryptors to make. These decryptors are worth millions on the market. So you're essentially throwing away several million isk every time you make one of the items.

See this is one of those areas where you are supposed to specialise. Find someone who manufactures, and already HAS the skills, and pay them to build it for you. No reason you should have to buy the books every time.

I forgot to put in that if isk wasn't an issue didn't I 
As for the rocket launcher, like I said. Fittings first, specs second. Most cosmos mods are like that. For something like the standard missile launchers, you need 7 grid instead of 8 for just below limos-equivalent DPS. That can make a big difference on, I dunno, a crow if you're going for some obscure and unconventional fitting. -----
