I recently started L4 missions. I had been doing L3s for quite some time with ChemalTech, so my standing was rather high with them. So my first L4 kill mission agent was a LIV-Q12 agent out of Vale. He gave me the following missions:
Smuggler Interception(Angels) Massive Attack(Serp) Worlds Collide(Guristas, Serp) The Assault(Serp)
I got help with the first one as Angels EXP missiles required a very specific tank. The next two I turned down outright, then I had to bail out of it
I used to Solo L3s all the time without difficulty in my Mrym. I never expected the jump in difficulty from 3 to 4 to be so steep. However, my friends were telling me that the missions this agent is giving me are some of the toughest Level 4s out there.
I am curious if agent "quality" reflects the offering of high-reward, but difficult missions. Or do agents give from teh same pool, but just offer more reward for the same missions?

Quality doesn't affect difficulty, you just get a random lvl 4 mission.

I was told that every agent pulls from a specific handful of missions. One agent might never give you "the blockade" because its not in their list of missions, while another might give you "human cattle" quite often.
I was thinking that maybe the higher quality agents might be stocked with the easier, less rewarding missions, while the higher quality ones give the more difficult high-yield missions.
I guess not.

I might be off but I seem to recall someone saying that some missions are concider "bether" or more pro*****ble than other. The quality/standings you have with the agent affects your chacne of getting a good missions, which probably is AE, WC, GE, Silent the informant and so on. The harder missions in other words.

I have 9.8 standing with Amarr, 9.9 standing with the corporation I run missions for and 10.0 with my Q17 agent. I still get plenty of the easier missions.

I haven't noticed a bit of difference what kind of missions I get from different agents - regardless of quality or standings. Some weeks I'll get "bad" missions, some weeks I'll get "good" ones. It doesn't matter to me, I run them all.

As far as I can tell, the missions you get depend only on the faction (and division as far as courier or kill is concerned) you work for. My Amarr agents have given me from exactly the same set of missions, regardless of corp or standing. So did Caldari.
There is no 'n' in turret There is no 'r' in faction There is no 'a' in Scorpion There is no 'e' in Caldari There is no makeup in rogue drones |

As far as i know the missions depend also from the fraction space.
In generic mission you will mostly get Blood raider in Amarr space, Angel in Minmatar, Gurista in Caldari and Serpentis in Galente space.
But thats only for the generic missions, not the fix one, like extravaganza's and the new gone berserk.

eh, i do think some agents give more missions than others. My Caldari agent, in Caldari space, rarely gives missions Vs. Guristas, almost all missions are Vs. Sansha/Bloodraiders.

My experience is that the agent's base quality does affect their mission pool. For example, on the courier side of missions, there's a level 4 mission called Insane Industrialists. I frequently get this from a (base) Q 18 agent, ever since I managed to get enough standing to work for them. On the other hand, now with the corp's standing at 9.97, I have NEVER gotten this mission from negative base quality agents even if the effective quality has gone up to 20+. I'm not even sure about the Q +0-10 ones. I also have a vague memory that before they revamped the missions (and ditched almost all couriers), negative quality agents offered a couple missions that nice Q18 never offered.

Luck of the draw. In my experience agent quality has no effect on mission difficulty. Then again I do not do hauling missions so no experience on that section. One thing that CAN affect your mission pool is agent division.
Only things depending on agent quality in my experience is mission rewards (isk/LP for completing mission) and standings gains (altho later might be due to different system security rating also).
