I heard a rumour that you can now transfer POS ownership. Is this true?? Can a POS be transferred to a corp that is not in your Alliance??? Can a corp setup a POS in high sec and transfer it to a corp that does not have the standing to anchor one of their own?

No.
The only way to do this without taking down the tower is to have someone from the other corp (and alliance) join your corp and become CEO and the rest of you leave. That person could then have his "new" corp (your old corp) join the alliance and become part of it again.
POS are owned by a single corp and remain that way until unanchored.

Hmmm,
The rumour came from a CEO of a corp I once belonged to. He said there was (Since Rev 2.0) an option on the control tower to transfer to another corp. Has anyone actually seen this option and tried it out? Up until now I know that there was no way but I believe what this chap said. He has not tried to use the option hence my curiosity.

I suppose it is possible, but I have not seen this yet.. The new POS management menus are somewhat elaborate and cumbersome. I am not in game so can't dig through the menus to see if I missed something, but I have honestly not heard or seen this.
A real and updated user manual (not player created) on the game would help, but I may as well wish for a unicorn to magically appear out of my ***.

Transferring ownership is only an option on stations/outposts, not starbases.

Which would indicate that stations can be transferred. I believe I have witnessed a transfer recently.

no, he means a player controlled station in low sec.
POS' can not have thier ownership transferred.
