I'd start with a Guardian Vexor. Two of them actually, so that I could actually undock in one of them and only cry for a week when it blew up.
Then a complete collection of faction ships, why not? And let's kit them all out with faction modules. And now a couple of characters so that I can fly them...
Give me a month, and I'd be back down to numbers like the 2 million I have in my wallet right now. (I own a t2 BPO and I have 2 mil in my wallet. You may now sneer.)

and at the same time manipulate the market..ive tried it with as few as 1 - 2 bil in investments and it really works.

build a pvp corp with free t2 ships for the members. at that point you can start to ask for 25m+ sp and heavy pvp experience
part1
part2 : get into an alliance where youll quickly be the large investor/fund guy
part 3 : pay a minmatar outpost in the center of the ratting systems
part 4: upgrade it to 70% refinery
pay 2 more outposts, one amarr one caldari, 1j out. sov4, tada, not attackable anymore
part 5 : upgrade your corp till you're at 200 active members. buy 40 dreads
part 6 : take over any region
at part 5 you'll alerady make a profit :p
basically it makes you build a team around you, a team that you finance
not so romantic but it damn works

Why would I need to invest 200 or 300 billion dollars? Thats enough to buy whatever I feel like for the rest of my life!
Here is what I would buy with it though...
1. New message board software...Eventhough the opensource ones are better than this one.
2. Help back a Dev payroll that will work on Midget Kickboxing in the walking in station expansion example: Midget Kickboxing

I would buy Jita, then at 8pm on a sunday I'd switch off the gates isolating Jita forever! mwwwwwhahahahahahaaa!!!!!! I'd switch them on again after 5 years to see if the inhabitants had reverted to a savage state.
Then i'd finish my faction ship collection, fit them with completely faction kit and polish them lovingly.
Then I'd go mining veld in a SNR, because i can.
