Actually, I would use it to construct two titans (~200 for parts and POSes, ~50 to hire a ****load of guards), then purchase characters capable of flying the two. Then I would use the remainder of the money to set up a series of informations in every major alliance.
Then, whenever I'm in the area, I'll show up and double doomsday everyone's fleets before major battles.

I'd probably attempt to wage market warfare on Jita and Rens. I wouldnt ever wanna be poorer than I'd been, so Id be careful about the waging to ensure that I at least broke even in the end.
Depending on how much profit I made, maybe pay some mercs to go harass bob pets.

I'd see how long I could use it to pay a mercenary corp to completely lock down Jita. Anyone undocking is shot down and anyone jumping in is shot down.
Considering the amount of ships lost on both sides, I dont know how long it would last but even if you could just shut down Jita for a few days would be well worth it.
