DS, while you are right for the boosting above max cap recharge, rechargers dont suffer from lag and, you didnt count the reload time in the max cap/s.
Also, the 200 you mentioned is a little low..you can esily get over 300, which turns into nearly 80cap/s gain with a 24% recharger.

Cause without u have no chance in hell to even kill any dictors...

Absolutely... except you might want to be using your fighters to murder BS rather than spend 30s recalling them, launching your warrior IIs, 60s kill a pair of dictors, and then receall and relaunch fighters... that two minutes or so will cost you probably three bs kills. As much as I think the nos is a crap fit for a mothership, it will disable dictors quite easily, and with your web you can spare them one cycle of the fighters which should insta-pop it before they even get to orbit range. Personally I'd fit 2x officer smartie, 2x cap remote rep, decent cloak and a remote ECM burst, although I've heard they're not all that useful, I think its worth trying out. Even a webbed interdictor should go well in excess of 1km/s and even while nossed, one cycle of the MWD will get it out of range..i believe you should leave the dictor killing to your gang.

ORLY?. I did some calcs to prove that a cap recharger was better than a cap booster. It's pretty obvious that a heavy nos is a semi-useless mod when you can fit a smartbomb or gang rep mod, and the 'to kill dictors' argument is moot when they can get out of range with a single MWD burst, and you should never fly without support anyway.

I'd go for AT LEAST
2 Large Smart Bombs, 1 thermal, possibly 1 explosive or EM. Bare minumum of faction (Shadow Serpentis, or cheap officer) 0 DCU's. High slots are way to valuable to waste on them. 1 Cap Remote Armor Rep. 1 Cap Remote Armor or Shield rep. 0-1 Cloak (depending on where you're operating, at least being 'improved' T2) Another smart bomb? Triage module (risky :o )
Lows: 2-3 Capital Armor Reps 1-2 Corpum A-Type EANM Core X-Type Explosive Core X-Type Thermal Core X-Type Kinetic 0 - Damage control, on a carrier, yes, on a mothership... if you get this far, you're dead, better off with even a cap power relay.
Rigs: The only choice here is 2 CCC II and 1 CCC rig.
Mids: You really want Cap Rechargers here. A carrier you may be able to occasionally solo with, on a mothership, that's abit lame. Sensor Booster or two may be worth adding so you can lock quicker, esp if you're supporting via remote reps.
