Is it just me, or does the Survey skill not decrease the amount of time needed for the On-Board Scanner to do a cosmic signature scan?
Even if it's so, does anyone know any other way of reducing the scanning time of that scanner?

No skills affect the onboard scanner. You're stuck with the 30 second scan time, which is quite acceptable in my opinion considering the amount of training and cost of using that scanner.

Amount of training? Cost of using? Are we still talking bout the onboard scanner? That's included in every ship, and takes no skills to use. On the other side, no skills can modify it (range, speed, etc) so it kinda sucks...and can only be used to find cosmic structures. If ya didn't know, it was introduced when CCP moved 3+/10 static plexes and made them escalations and explorations (iirc). scanners is supposed to help new people find stuff, tho personally I have found nothing with it...

You are not supposed to find complexes with the built in scanner, you need probes for that. What you are supposed to find are so called Encounters which are sites where you can fight a few waves of NPCs. It wasn't intended to be sarcastic. 
What I meant is that I think a 30 second scan time is acceptable given that the scanner costs nothing to use and needs no skill training to use.
Compare that to scan probes, which can take a substantial time and money investment to even have a reasonable chance of finding something.
