I have just started running level 4 missions and need to find a Drake setup. I am looking for a setup that doesn't cost the Earth, as funds are a little low ATM.

Most Level IVs will be slow in a Drake, but this setup works:
7x HML (best you can afford) 1x Drone Link Augmentor
2x LSE II 4x Rat Specific Active Hardener IIs
1x BCU II 1x PDS II (needed to keep 4x Active Hardeners running) 2x SPR II
3x Shield Purger rigs
5x Hobgoblin IIs
The whole setup shouldn't cost you that much. Drake is around 33 million, another 30-40 million for the rigs (I think, I made my own) and a few million for the other fittings. If you go for best-named HMLs, they will cost you - they are 12-15 million each. ------------

Once you nearly max-out most fiting-related skills (fiting is VERY tight, both PG and CPU) you can go to this:
7x T2 HML + auto-targeter (better as nothing, and only uses 1 MW / 1 tf, and lets you lock up to 10 targets instead of 8) 3x T2 actives + 3x LSE II 2x T2 BCU + 2x Beta Reactor CPR 3x Purger rig ___
T2 LSE, I suppose you already have. If you don't, it's your "zeroeth" priority. Get them yesterday.
T2 BCUs should be your first priority. T2 HMLs should be your second priority.
They are WAY cheaper as best named ones, and you deal more DPS with them. Harder to fit, indeed, but worth the sacrifice in tanking power (PDUs instead of SPRs for grid, passive resistance amps instead of hardners for CPU, even named LSEs instead of T2 if you just can't manage otherwise) needed to acomodate them when low-skilled.
T2 hardners are your third priority. They actually cause more fiting problems (CPU-wise) for minimal extra tank compared to T1 hardners. Some people just skip them altogether and stick with T2 resistance amps (which also have the benefit of being capless). Heck, you can even use a shield recharger instead of one of the actives if you like.

I definitely agree with Akita's fittings for the midslots, but I am assuming that she meant SPR instead of CPR (what is that btw?). You will find that you probably can't run 4 hardeners indefinitely if you use 3 or more shield power relays to get the most tank (your cap recharge is too low and you run out).
Here's the basic breakdown of the lowslots:
Most tank: 3 Shield Power Relay II 1 Power Diagnostic Unit II
Some gank: 2xShield Power Relay II 1xPDU II 1xBCU II
I honestly don't know how people fit 3 extenders (Which you want) without putting on a power diagnostic. It takes forever to do lvl IV's in a drake even though you can tank just fine if you use the "tank" setup. And btw, you probably need the tank setup to survive alot of level 4 missions (well, that was before rev II, so you're prolly ok now), but it will still take forever. You would make more money doing level III missions
