So a lot of people are doing this now because of the recent patch. This can be fixed 1 slot by 1 slot using Dev powers. It would be a lot of boring and monotonous work if a lot of people did it and even banning these people won't solve the problem if precautions are used to avoid any linkage to their mains.
Who will save the empire slots that already have an average of 15 days before your job begins. The average is closer to 25 if we don't include low security and out of the beaten path research stations.
Are those empire research alliances that offer up 0.75 slots to all alliance members going to solve the issue?
It seems that if CCP does nothing about this then everything will work fine if you take the right perspective. Research alliances are a huge isk sink through alliance costs, corp creation and remote researching costs, office costs, and station maintenance costs.
Please think of the chilren.

I can't believe that no-one has looked at the costs involved with trying to do this. Most of the more popular NPC research slots cost 1-2k per hour to rent. The bill of materials for research jobs is non-refundable, so each time an unskilled alt does this it will cost approximately 100m isk. There are usually 50 slots per station, about 20 stations per region and about 20 Empire regions. You'd need to spend trillions and trillions to force people out of high sec NPC slots. It costs about 3.3 million actually. Really wouldn't cost all that much to lock vast portions of space.

i hope to hell you aren't basing your price on the thread i made about the subject because the one i put in was a VERY lucky find and there aren't any other slots like it.......it was about 4% of the usual price of a lab.
its hella more expensive than you are saying it is
and no not a lot of people are doing it....because its a completely asinine thing to do

You did it for years. All someone has to do is about 10 slots in each empire station for 2 months and that will be enough to increase the waiting time overall. If a group got together they could grief all of empire this way and put a few jobs in the less waiting time low security places to top it off.

Does the description on the blueprints not state that they can only be used in the Industry Cap Ships own factory slot?
I believe that they are impossible to use in station labs, like standard capship BPOs cant be manufactured in Hi-sec.

How many happy individuals have done this so far? It is a tragedy that new players still put in jobs in empire slots with 30+ day wait times. It would not be a tragedy if 40+day wait times were the norm across all of empire from 1.0 down to low security.

You're allowed one run of ME/PE/production/copying or 30 days, whichever is longer. Otherwise, it would be impossible to research or build from capital ship blueprints. Just because having public research labs tied up for years would benefit my business, doesn't mean i have to forcefully agree with it. The queues in public labs are horrible as it is, and i understand that some people just can't afford to join a research alliance for their industry needs, for various reasons.
I'm pretty sure CCP didn't intend these blueprints to be used for artificially raising lab queues. I mean, if you look at it, putting one of these in research gives you absolutely no benefit, and you even spend quite a few million ISK to do it. The only thing you achieve is screwing up honest players that just want to get some research done. That's griefing, right there.
If this really was intended by CCP, then at least allow mobile labs to be useable by public, instead of just alliance. That way the players can control the supply of lab slots directly. And if someone wants to tie up my slots for 10 years (which will cost you 500 million, by the way) then feel free, those 500 million will buy me quite a few more labs, so you can keep doing it until you run out of cash.

Taking the fact that there are more research alliances out there, some of which have prices of over twice as mine, we can safely assume that it would cost over 200 billion for a griefer just for player-run ME lab slots.
Assuming that someone would actually be willing to spend those amounts, 36 billion will buy 400 new mobile labs, which in turn will have 1200 ME lab slots. So as you can see, trying to tie up player-run slots is self-defeating. The problem with public NPC slots is that they don't adapt to demand, and are quite vulnerable to this. Like i said before, if CCP is going to leave this as it is, then players need to be able to provide their own labs directly to public.

Good point. The cost is prohibitive in npc stations. Have you considered what would happen if someone were to use it in an outpost's research facility that was set to 0 cost? When people are going to lose an outpost, they often sabotage it. They ruin the production slots by filling them all with shuttles for a month and renew office rents to keep them locked up for 2 months. Wouldn't this allow them to permanantly destroy the labs on a caldari outpost or conquerable station?

That tactic in its self is messed up to be honest. There should be a "Wreck The Place" option when station changes occur to the victor go the spoils not the sour milk!

Part of the problem is that it costs much more to research a ship than a low tech module or ammo, but the slot reserved is the same. So slot specialization with fixed prices would help a lot.

I'm sure many Empire corps would do the same if the standings requirement was lowered significantly to player standings instead of corp standings. It is really annoying that so many systems in Empire have no stations and we still can't put a POS in them. I would have thought CCP would have made it more possible to put a POS in a system with no stations already by having far lower standings requirements for those systems.

Not only is it pretty dificult for a corp to get a POS up in high sec, its just not easy enough to make these slots rentable to the general public. I just cant be bothered with the hassle of making our labs open to the public with all the faffing about that that entails, but if there was a simple way of me being able to make my labs rentable and then just leave it to get on with it - I would do it today.

Its EvE, so the question is more 'How quickly will they start?'. In some ways it makes sense to lockdown all the research slots to ruin your competition. I believe that a two Corps, m1cr0$0ft and @PP13 are already doing this in two different regions.

my chum assures me that, back at the dawn of IT time, there was a snippet of code that could actually do that. apparently by a combination of setting the monitor's refresh rate to some obscenely high value, and the computer's user leaving their monitor turned on for several hours as it built up to terminal vsync, the poor old CRT would eventually detonate.
