Yes, only regions devoid of stations got them, 3 in each region, one for factories, one for refining and one for cloning.

Morkt really must be commended for his roleplaying of J. Jonah Jameson (Spiderman's editor) as the angry crazy out-to-get-the-world editor of a self-admitted biased publication (EVE Guardian who has some fine stories and some seriously bent stories worthy of the Grimm's).
Delve is on FA's doorstep, it is far away from CFS space after the introduction of backland highways.
CFS had not announced the regions below Khanid to be closed. Nor did the FA. The FA got to these stations first and claimed them. Everyone had the opportunity to do this as the shields were not up at the time.
The FA diplomats have stated that talks with CFS were going well until Morkt entered and started spouting his hate.
Now the only logical reason Morkt really has for going to a war is because he wants to blow stuff up. It is not in the interest of CFS to make new enemies while they are being manhandled by m0o. Yet that is what Morkt wanted and seems to have gotten.
Morkt has here on these very pages said bluntly that he is about to go on a rampage to make XAN, BIG and the FA look bad.
So why should the words of a man bent on fullfilling either his role as a crazy editor (RPG) or role of a man with a bruised ego and tons of anomity towards others be believed?
Why should Morkt's ravings (because his posts are chockafull of anger, hence my comment on finesse) be taken seriously by the other EVE players?
Does his power as a publisher make his words and self-admitted biased "reporting" (editorials or opinion pieces actually) more valuable?
You know it just might be that way, for those not present at these scenes and only reading Morkts spin (biased reporting most certainly is a spin).
Here's a warning people, Morkt has his own agenda and is not afraid of bending every tool he knows to have it fullfilled. Just because you read it on the "news" doesn't make it true.
Now back to where things happen for real...

Naturally m0o like to stir things up everywhere and tell that Allliance A fought better than Alliance B and then a few days later reverse it, just for the laughs as Alliance A scrambles to be recognized as the "most worthy" victim. 
As for CFS Navy almost pleading to m0o to come and "teach us a lesson"... are you seriously gonna crawl to m0o who, if you didn't notice, are slaughtering you at this very moment?
You want to cut off your right arm by going to war against FA when m0o has nearly sawn your left arm off? What exactly is the CFS' goal then? To fight absolutely hopeless battles?
I don't know about you guys but if I was CFS I would be having very serious thoughts on the leadership in the alliance.
You were in productive talks about using Delve which would be protected by FA forces (preventing overextending CFS Navy which has lots of other places to look out for), then all of a sudden Empyrean Federation comes in and starts shouting war slogans and last night your president... yes, CFS president, was gatecamping in Y-2ANO in Fountain?
Now just how badly did he want a war to do a stupid thing like that? How badly do you the CFS members want a war on many fronts?

Funnily enough this latest FA vs CFS (and the council of 9? what is that? even CFS members are not aware of what that is) and EVOL vs PA means that there are pretty few friends of friends left.
FA & SA maybe and m0o and CA + maybe FE. Everyone else seems to be at each others throat.
Damn this is like the old earth middle ages before the big states formed.

I obviously must bow to the Judge of PR Warfare, Lord Morkt Drak, guess we'll never win the PR if you have the ultimate say in who does.
Strange though, don't remember an official PR contest being set up with designated judges.
Maybe PR works differently than that?
