Ok solution for the cloaking ships:
Skill needed "Stealth Field Radiations"
Each level of this skill will give u a chance of droping you from the cloaked ships and should start at:
Level 1 - 350km Level 2 - 300km Level 3 - 250km Level 4 - 200km Level 5 - 150km
Now that doesnt leaves you close enough, but to solve that problem we are gona have the "Stealth Field Inhibitor Bomb":
Bomb is droped from the bomber and will emmit a blast wave that will not damage any ship but instead it disables all ships in a radius of 400km for 30 seconds.
Each bomb will cost 20 milion to produce, and each scan probe specialy made to detect cloaked ships will cost 1 milion and will cover the entire solarsystem.
RECONS AND COVERT OPS - These ships are impossible to be detected by those scan probes, but the anti-cloack bombs will disable them as well and take them out of cloak!
What say you?

I say its a good idea, but i didnt quite grasp this part, perhaps due to poor grammar:

No. Train level 1 in radiation detection, warp, drop bomb. Find cloaker. 20 million isn't that much since even low end officer/faction gear can net 20 mil on the market, and a ratting cloaker is likely to have some of these in their cargo if not on their ship. Drop the range on the bombs to 50 km and you might have something. 400 would be enough to entirely cover fleets if you dropped it in a battlefield in the opposite side.
Also, I'm against anything being able to detect cov ops/recon ships short of bumping into them. The entire point of these ships is to remain undetected. If they can't even get within 400 km, there's not much point to them at all. Especially stealth bombers.

Think you are right that would pose a problem to stealth bombers the 50km range of the bomb would be better

No, Use gangs and patience to get cloaking ships. Eve is suppose to be hard, you want something you're suppose to work for it.

How about leave the cloaking device alone alltogether? It works fine at the moment and doesnt need probing out. Thats the whole point of the cloaking device. You cant detect it at all.

they should make the cloaking device not work on a raven, so that farmers can be hunted down effectively. thats what i think... ---

Limited range on the probes.
If someone starts scanning for you with thoose probes I would like to know. In other words, range below 14 AU. And a higher time then the 25 sec u get now with highskilled covert op pilots.

anything that screws with the short capabilities of a cloaking devices, such as incresed decloaking range, scanablity or de-cloak boms just completely annihlates the purpose of cloaking devices ...
the only thing i would accept is to disencourage people from perma-cloaking therefore i posted an idea based on a cap-draining concept

I agree with the idea that only ships meant to be able to cloak should be able to do so - and not anything else.
CCP could just change the fitting requirements on the cloaking device and then give the ships that are meant to use a cloak a deduction bonus to that high fitting cost (those 99% reduction things).
Problem solved. Covert ops ships et al can still keep their specific abilities and operate as they are meant to and no more cloaking ravens or any other ships for that matter.

Oh, hell no.
I think the current cloaking system is working just fine.
I REFUSE to sign this because I am a huge cloak fan. What else am I going to use my free Drake high-slot for in 0.0? Cloaking has saved me (and my ship) countless times from sticky situations in low-security and 0.0.
I rely on cloaking for my PvP as well. It fits my play style.

Cloaking devices make 0.0 ratting 100% risk free for 0.0 isk farmers. There is no way at all to stop someone farming isk in your space. The whole concept of owning space is flawed when people can farm isk in it risk free.

Find a way to remove AFK cloakers and cloaks are fine with me. If someone is going to affect an entire system all day, I want them to have to be present at their keyboard all day to achieve said effect.
If you haven't read these types of threads before and your not sure how an AFK cloaker affects a system, ask and I'll explain it.

They have to uncloak at some point. Whilst they are cloaked they cant farm at all if they want to afk thats up to them they are cloaked after all.

BLAMO! The cloaking ships can stay cloaked forever! The non-cloaking ones seriously have to gimp their setup to keep the cloak turned on forever! ---

Exactly what i was thinking, let the cloak ships have their cloaking abilities pretty much unhindered.. they are there for a reason. The problem is the next part.. how do you implement it so normal people can use it but farmers get raped... time based? who knows. Cloak has saved my arse a few times in 0.0.

Perhaps cloak cap usage could be tied to the ship size or mass.
For example a Raven weighs 50 times more than a buzzard, but its recharge cap recharge rate is definitely much less than 50 times that of a buzzard.
